Informatics Perspective Of The Public Policy Implementation Obstruction

Public policy is the project established through legal by the party and government to achieve a certain goal in a certain period of time. The success of the public policy often determines social problems can be fair, reasonable and effective solution, relating to the realization of public interest, reflecting the government’s ability of govern. However, in real life, public policy does not achieve the original purpose and good results. It’s because in the implementation process, as the unreasonable policy、low quality executor and execution environment etc, resulting the obstruction of policy implementation. Policy distort、replaced execution、selected execution copied execution etc are specific performance of obstruction of policy implementation. The obstruction of policy implementation may seriously affect the achievement of the objective of public policy, undermine the authority and hinder the economic and social development. How to resolve the obstruction of public policy implementation and realize the policy objectives is the important task for researcher. Many of them give the solution through institutional arrangements, organizational restructuring, and executor quality.This article selects the perspective of informatics to analyze the obstruction of public policy implementation, combining the interdisciplinary method、qualitative research and case studies. First of all, author use philosophy of information, information microeconomics and communication studies to define public policy implementation system and combing public policy implementation process, establishing the contact of information and the implementation, studying the role of information in the policy implementation comprehensively. Secondly, this article analyzes the information distortion, emphasizing the screening of information in the era of information explosion and describing the reason of information distortion. The third part explains the phenomenon of false execution by using the moral hazard and adverse selection. The fourth part explains the phenomenon of target groups non-cooperation by using the adverse selection. In the end, we will grasp the societal and scientific nature of informatics to provide support through theories、institution and technology. In the same time, we also need to avoid the new problems brought by information technology which may hinder public policy implementation.Looking at the obstruction of public policy implementation from informatics perspective has strong theoretical explanatory power and practical significance. It provides the new perspective and analytical framework for the reason and phenomenon of implementation obstruction. As a scientific discipline, it also provides technical support for this problem. In the other hand, information cannot solve all problems. We need improve the understanding of the information and develop the information technology.
