Studies Of Public Policy Termination Of China In The Transition Period

Since the reform and opening up, our society has entered a period of rapid transformation. In the transformation period, a number of inappropriate policies should be ended in the urgent. We have taken measures to end up a large number of policies which are out of date or ineffective. What we do optimize the policy system, but policy termination in our policy process has not been given enough attention. There is a long way to set up scientific and established procedures for policy termination. This paper referred to the western theory concerning the policy termination, based on the actual conditions of China. Firstly, the paper descriptively summed up the three waves and achievements of policy termination since we entered the transformation period. Then, analyze the status of policy termination, and present that the policy termination is gradually normalized, which are followed closely by the policy reform and innovation. Subsequently, the paper analyzes the problems and causes of the policy termination. The main points of the analysis are awareness of policy termination, implementation efforts, procedural norms, organizational mechanisms and termination costs. The analysis also uses some typical cases of policy termination. Finally, the paper proposed some promotion strategies based on the problems and reasons, which mainly involves enhancing awareness, setting up periodic review system, promoting the process of standardization, improving the organization, properly handling the relationship of social interests, reasonably controlling costs and improving the technical capacity. The paper suggest to take a full consultations, open evaluation results, establish accountability mechanisms etc. in order to regulate the process of policy termination, to save the policy resources, to optimize the policy.
