The policy termination plays an indispensable role in the entire public policy system.On the one hand,the policy termination is conducive to saving policies resources and improving the performance of policies.This is an important means to avoid wasting resources.On the other hand,as a whole policies process,it is an important way to optimize the policy system and avoid policy ossification by ending the outdated and ineffective policies.In China,the studies of the policies termination started late,and most of the research results were introduced from the West,and we haven’t form the theory and model of the policy termination that suit the development of China’s national conditions.At present,China is undergoing a critical period of transition and development.Many outdated policies have yet to be terminated.However,for various reasons,many policies has not been able to terminate.This has not only caused public policy resources to be wasted,but also hindered the sustainable development of the economy and society.The purpose of this paper is to summarize the process logic of the China’s policy termination through system analysis,and to explore what problems exist in the process of termination and how to improve them so as to promote the successful conclusion of the policy.In short,the policy termination is the political activity that ends the part or the whole,the institution or the function of the public policy.In addition to being an important link in the chain of public policy processes,policy closure itself can also be seen as a relatively independent process.It also has to go through a series of links such as“ agenda—starting—finishing” and not just a simple process.Announced the abolition of the document.This article is based on the policy conclusion process and make it as a perspective of research and exploration,this perspective runs through each chapter of the article.The article selected five policy cases with different termination methods(policy revocation,policy substitution,policy decomposition,and policy merger): agricultural tax policy,vacancies population detention policy,one-child policy,household registration policy,basic medical insurance policy for urban residents and new farmers.In the joint policy,each case is based on the analysis and analysis of the termination process.Through a comprehensive analysis of different cases,the general law of the termination process of China’s policies can be concluded.The reason why the policy is facing the end is that the change in the policy environment is the main reason,because the environment in which the policy relies on to survive has changed,which in turn has led to a policy that is not adaptable.This has led to many negative impacts and has hindered the sound development of the economy and society.However,due to the large number of policy issues,not every policy can enter the end of the policy agenda.At this time,the opening of the policy window has become an important turning point for the end.Once the policy window open,the policy can smoothly enter the government discussion session,but whether the government takes action to initiate still requires deliberation.In this process,political ideology plays a crucial or even decisive role.Political ideology are reflected by government decisions.If the decision-maker decides to take measures after a scientific and democratic analysis,the end of the policy will be formally initiated.Immediately after the start of the implementation of the policy,the implementation of the policy is terminated.The implementation of the policy termination is mainly the implementation of the final decision and the elimination of the negative impact of the original policy.This action will undoubtedly incur resistance from partial interest holders.The central and local governments have strong logic and weakness.The interaction of logic affects the direction of the end of the policy.Every aspect of the policy termination process is hindered by many factors.In the setting of the agenda,unbalanced supply and demand of policies in various fields has increased the difficulty of screening for theend of the policy,making it difficult to enter the end of the policy agenda.After entering the agenda discussion,it may also be difficult to choose whether or not to end because the policy involves a wide range of areas;it is difficult to choose whether or not to end the problem;to the start of the end of the policy,the high costs and the inertia of the organizational structure also make it difficult to terminate the startup;because the end of many policies is not Simple is the abolition of documents,follow-up work is still huge,the implementation of the end of the process,conflicts of interest and pressure-type system hindered,coupled with the limited success of the end of the lack of a lot of reference standards,the end of the process is not smooth.In order to solve the corresponding problems and optimize China’s public policy process,we must first integrate public policy resources to provide a material basis and a democratic and orderly policy environment for the end of the policy.Then we must formulate a rational termination procedure to ensure that the termination process is scientifically legal and effective.In the process,we must also appropriately apply method techniques to promote the end of the policy.
