Obstruction Of Public Policy Implementation And Its Countermeasures

The direct purpose of public policy's effective execution is to solve society's public problem and realize common people's basic profit. As one of important processes in policy process, public policy execution plays the role which links the preceding with the following. Meanwhile, it is also the process of practical verification and the external proof of the evaluation for the policy's benefits. At present, the deviation and deterioration are still the problems in our country public policy execution such as unrealization of the government's files, the phenomenon of counter-measuring at the bottom for the measure from the top. Such phenomenon not only affect the health of the entire policy system, but also jeopardize government's prestige and people's benefit.As a branch of public policy, which is the authority in distributing the social education resources, is to improve the service and development for people ,to achive the purpose of people-oriented throughout the solvency of education's unfair problem. During the reform of education in the past several years, China's education had taken a rapid progress. However, the education faces the challenge still, especially in the aspect of carrying out education policy execution. Over the past few years, the education policy caused more and more problems due to weakly executing, which not only counteract the objective of the education policy, but also affect the education fair and exacerbate social inequalities.Therefore, this article quotes many examples of disorder education charge, and analyze the reason why the policy performance gets difficulty with the analysis of disorder charge phenomenon. It also provides reference and research method to pubic policy execution.This paper discusses the reasons of counteracting public policy execution from three aspects. First, as authority assignment scheme of entire social resources, public policy has self-limitation. The inconsistency between the finite of resources and infinite demand of principal part refers to that the policy can not fundamentally resolve the problem of equitable distribution, which is the potential obstacle of executing process. Second, the unscientifically constitution of policy also restricts the effectiveness of the implementation. At last, the reason is about the principal part of policy. In this part, tentatively analyze negative effect caused by the various interest groups and its rent-seeking behavior on the implementation of the education policy. Then analyze the reason of education management environmental, different education management systems have different effect on policy execution. This paper gives the comment about the management system which restricts China's education policy executing, and indicates that we must establish a good monitor system, evaluation system, accountability system in the process of education policy execution, which can restructure the environment in which the public policy carries out.In the last, this paper puts forward the solving method under the analysis of education policy performance. Restraining the formation of education policy execution block and making education policy executed completely and successfully from the aspects of drawing up public policy itself, optimizing public policy principal action, sounding public policy system environment and so on.
