At the end of nineteenth Century and early twentieth Century, with the rapid development of urbanization and industrialization in the western developed countries, charity was not enough to solve some serious social problems, and hence social work emerged to take its place. After a hundred years, social work has been booming developed in most parts of the world. Since 1980 th, with China's deepening reform and open policy, parts of the governments' and enterprises' service management, service and social welfare functions have been gradually separated from their original place and then returned to society and community. Neither the traditional system of administrative work nor the single empirical methods can meet the growing needs of community residents, which put forward an urgent task for the development of social work in China.Training of community human resources is to meet the growing needs of community organizations, and to improve the knowledge and skills, and work attitude of community workers, so they can work. Community human resource management introduced the concept of community workers human resource management, according to the law on the implementation of community workers of street office planning, motivation, training and development management. On the basis of the training needs of a large number of survey data, it preset target, explicit scheme, implementation, evaluation section, establish and improve a set of community human resources training system.Based on the research on 12 community neighborhood committees of LL street office, the practical problems are unreasonable age structure, service concept backward, and the staff team of all 104 community workers lacking of professional background. Under the premise of non-profit in particular training investment, LL street office has implemented the training plan prepared in advance. Through the establishment of training effect evaluation system, it is required to control each stage of the matters, according to Kirkpatrick's four level evaluation model. And with the comprehensive use of various assessment methods, it needs to analysis the expected goal, the implementation of the program, the effect of training investment on the work. Finally, the evaluation result will feedback to the relevant personnel, providing valuable reference data and precious practical experience reference for future LL Street training project.
