Research On The Calculation Of Regional Cultural Industry Efficiency And Its Influencing Factors In China

In 2012,The eighteen report of the party: "To promote the rapid development of cultural industries,by 2020 to build a well-off society in an all-round way,the cultural industry to become a national pillar industry".China’s cultural industry have achieved the growth of the total economy,but smaller,regional development is unbalanced,serious waste of resources,production and management of the overall efficiency is low,The cultural industrial for the proportion of GDP is far less than 5% of the national pillar industry standards.Which affected the development of China’s cultural industry,and enhance the efficiency level of cultural industry is the key to promote the long-term development of cultural industry,so it is necessary to conduct a comprehensive evaluation of the efficiency level of the cultural industry.In the theoretical sense,it can enrich and improve the theory,method and index system of regional cultural industry efficiency evaluation.In the practical sense,it comprehensively improve the overall efficiency level of China’s cultural industry and fully implement the regional development strategy.Based on the theory of productivity,regional economic theory and econometric theory,This article takes 31 provinces of China(municipalities and autonomous regions)as the research object,First of all,from four aspects of the total,structure,trends and regional to analysis the 2013-2015 cultural industry development status.And then constructs the multi-input and multi-output index system which scientifically reflects the efficiency level of the cultural industry,on the basis of the efficiency measurement model theory,using the super efficiency DEA method and combining the total factor productivity,from two aspects of the static and dynamic to measure the China ’s efficiency level of regional cultural industry.Finally,it use the Tobit panel data model,from perspective of the national and four regional to analyze the influence of economic development,human capital,market demand,financial support,urbanization level and scientific and technological innovation on China’s regional cultural industry efficiency.And finally based on the results of the study to make a suggestion on improving the efficiency level of China ’s cultural industry.Through the development status of cultural industry,It can be seen that the scale of cultural industry is strong,the growth rate is obvious,the pace of structural adjustment is accelerated,and the proportion of cultural service industry is higher.However,there are significant differences of the development and consumption of cultural industries of urban and rural.Through the estimation of the efficiency level of the regional cultural industry in 2013 and 2015,It can be seen that the overall efficiency level of the cultural industry is not high,the pure technical efficiency is generally low,and the provincial difference of the scale efficiency is not obvious;The efficiency is increasing year by year,the pure technical efficiency growth rate is greater than the scale of efficiency,it indicate that the pure technical efficiency can be greatly improved;The comprehensive technical efficiency of the four regions are showing an rising trend,the average level of development of the eastern region is highest,the western region ranked second,central and northeast regions is the lowest.There is a significant difference in the efficiency of regional cultural industries,but the gap is decreasing year by year;The total factor productivity of China’s cultural industry is on the rise,but the increase is small,mainly because the rate of increase in technical efficiency is higher than the rate of decrease in technological progress;The productivity of the eastern,northeastern and central regions is presented a growth trend,the western region has declined,and the rate of decrease in technological progress has been significantly lower than that of the other three regions.It can be seen that technological progress is the key factor to promote the improvement of efficiency in China.Through analysis of the influencing factors of the efficiency level of the cultural industry,it can be seen that the level of economic development,market demand and urbanization are the three significant factors in the improvement of the efficiency of the Chinese cultural industry,while the human capital,financial support and technological innovation have not a significant promotion.There are obvious regional differences in the influencing factors of efficiency level of cultural industries.In order to promote the improvement of the overall efficiency of China’s cultural industry and enhance the competitiveness of cultural industries,this article puts forward three suggestions on the following aspects: First,increase the financial investment and promote the coordinated development of cultural industry and regional economy;Second,promote scientific and technological innovation,cultivate industry development professionals;Third,deepen the cultural system reform,stimulate cultural market demand.
