| Public cultural organizations are the general terms of libraries,museums,memorial halls,cultural centers,arts galleries,fine arts museums and others,which take the function of public cultural services and provides the public welfare cultural produces and services to the society.As our country is developing the public cultural service system recently,they appear.Since there are many problems existing in the public cultural organizations,such as the mixed functions of management and enforcement,the rigid mechanism and the lack of services supplied,the single way of supply,the short of public participation and social supervision,the public cultural organizations cannot meet the diversified cultural demand with the continuous increase of the public.Therefore,with the category reform of public institutions and cultural system and referring to the mature management experience in foreign countries,the government calls for establishing the board of directors and enforce the structural reform of corporate governance.Through starting the pilot reform,issuing related policies and laws,guiding the systematic promotion of the reform,especially the “Public Cultural Service Security Law” issued recently,the government explicitly stipulates the promotion of “Establishing the Sound Corporate Governance System”for public cultural organizations.When the corporate governance structure reform of public cultural organizations is actively promoted in various places of the country,Tianjin library,as the pilot unit for the construction of corporate governance structure directly connected by the state enterprise registration administration,starts the corporate governance structure reform and is the first public cultural organization establishing the corporate governance structure in Tianjin,and its reform is verytypical.This thesis selects the Tianjin library as the research object.Firstly,it clarifies the background and meaning of the topic,pinpoints the research content,train of thought and method.Secondly,it expounds related concepts and basic theories,and unfolds related research overview.Thirdly,it has the “panorama” display of the reform history of public cultural organizations’ corporate governance structure,has the detailed analysis for the current situation of corporate governance mode established in the Tianjin library,and summarizes its effect,investigation the degree of satisfactionabout the corporate governance structure through questionnaire.The result of questionnaire shows that the degree of satisfaction is comparably low in the social participation governance and supervision.The thesis finds the existing problems of the reform and analyzes the reasons affecting the reform process.And then,selecting the typical public cultural organizations in US,UK,Singapore and Japan,the thesis discusses their corporate governance structure and summarizes the advanced experiences having the enlightenment for our country.Finally,the thesis puts forwards the countermeasures to further deepen the reform and improve the corporate governance structure. |
