On The Participation Of Social Organizations In The Provision Of Public Cultural Services

With the acceleration of the establishment of the National Public Cultural Service System,improving the supply level of public cultural service has become an important guarantee to meet the cultural needs of citizens and improve their cultural literacy.In view of the fact that the supply and demand of the public cultural services are not matched and the overall efficiency of the public cultural services is insufficient,it is necessary to enhance the role of social organizations as participants.The purpose of this paper is to explore the participation of social organizations in the provision of public cultural services in Tianjin,a municipality directly under the central government,therefore,it will promote the role of social organization as an important subject in the Public Cultural Service and lay a realistic foundation for the comprehensive coverage of the Public Cultural Service System in China.In this paper,social organizations are selected as the starting point,and combined with the actual situation in Tianjin,this paper attempts to optimize the level of public cultural services in Tianjin by improving the efficiency of the role of social organizations in the provision of public cultural services.In order to achieve this goal,this paper first summarizes the supply of public cultural services and the public participation of social organizations at home and abroad,on the basis of mastering the current research situation in the field,to observe the general situation of Public Cultural Services in Tianjin and the participation of social organizations in the supply of public cultural services in Tianjin,under the guidance of the new governance theory,the synergetic governance theory and the new public service theory,this paper analyzes the problems existing in the process of Tianjin Social Organizations undertaking public cultural activities,it is found that there is a lack of inter-organizational communication mechanism,limited role,imperfect policy system,lack of expression of citizens’ needs and neglect of traditional culture.There are many reasons for these problems,including the lack of public cultural service platform,the supply and demand of social organizations,the lack of social responsibility and social organizations lack of incubation of these four aspects.Then,by learning from the advanced experience of Shanghai in the construction of Public Cultural Service Platform,we explore the ways to optimize the participation of social organizations in the provision of public cultural services,thus,in the light of the specific situation of Tianjin,it is proposed to improve the service capacity of social organizations,improve laws and regulations,improve the multi-subject supply system,broaden the channels for citizens to express their cultural needs,and strengthen the assessment of citizens’ cultural needs,we should perfect the supervision system of public cultural service and the evaluation system of social organization so as to provide a feasible support for the construction of a favorable environment for multi-subjects to participate in the supply of public cultural service in Tianjin.
