Promoting the corporate governance reform of public cultural institutions is an important part of deepening the reform of culture system. It is conducive to improve the modernization of national governance system and governance ability. As an active exploration from public cultural institutions, this reform is in line with the transformation of government functions and the development of public cultural institutions. Thus, a new pattern of public cultural undertakings will be established. As an attempt to execute co-governance philosophy, establishing corporate governance structure within public cultural institutions and implementing council system will impel some substantive changes in administration mechanism and operating mechanism. On the basis of these changes, public cultural institutions are able to fulfill their goals and purposes better and achieve more effectiveness. Meanwhile, form good order in the field of public cultural service.On the basis of governance theory, principal agent theory and stakeholder theory,combined with introducing relevant research results, the study emphasizes the significance of corporate governance reform in Chinese public cultural institutions. By analyzing some specific cases of pilot units, summarize the main problems occurred in the process of promoting the corporate governance reform in Chinese public cultural institutions, as well as the reasons account for these issues. Doing deep research in some relevant cases, the author tried to introduce the practice of corporate governance reform in foreign public cultural institutions. Combing these effective experiences with China’s reality, the author intended to put forward some countermeasures and suggestions which are conducive to improve the corporate governance reform in Chinese public cultural institutions.This research doesn’t simply discuss the process of the corporate governance reform in public institutions, or the theory of corporate governance. This research pays moreattention to public cultural institutions, which is the core innovation of this research. It is a kind of innovative thinking on promoting the corporate governance reform in Chinese public cultural institutions on the basis of China’s reality and national policy advocacy. This study collected some practical cases on corporate governance reform at home and abroad and widely used the comparative thinking method in this study. By reviewing the current corporate governance reform in Chinese public cultural institutions, also doing some comparison between different countries, to find out the distinguished gap and adjust the development route. At the same time, the use of systematic thinking method is beneficial to come up with some comprehensive improvement proposals to promote the corporate governance reform in Chinese public cultural institutions.This topic is mainly on how to promote the reform of corporate governance of public cultural institutions in China. By conducting in-depth and systematic research,this thesis is divided into six components. First of all, introduce related scholars at home and abroad, as well as the research results. Summarize the views of different scholars to scan the research progress. Thus, clarify the background of the reform of corporate governance. Then, introduce some basic theories, including Governance Theory,Stakeholder Theory and Principal-agent Theory, to offer sufficient theoretical preparation for this study. In combination with the background of deepening the reform of culture system and mechanism, we can clarify the necessity of promoting the reform of corporate governance in public cultural institutions. And we can know more about the reform, such as the targets the reform intend to realize, and the values involved in the reform process. After that, review some pilot units in China which already established the corporate governance structure. Find out the main problems that these public cultural institutions encounter, and analyze the causes of these problems. By studying a number of cases, introduce some specific activities of corporate governance reform, which were conducted by public cultural institutions in foreign countries and some other areas. Summarize some good experiences that are applicable to the public cultural institutions in China. At last, puts forward some suggestions and countermeasures to improve the reform of corporate governance of public cultural institutions in China. In essence, public cultural institutions implement the reform of corporate governance is a kind of transition and adjustment of system. These tasks are very arduous and the reform will last for a long period. The research aims to ascertainthe relationship between government, councils and execution layer, especially their rights and obligations. Thus, provide a feasible path for Chinese public cultural institutions to strengthen their status as an independent corporation, as well as improve their efficiency and effectiveness.
