In recent years,the way of "government purchasing services" has become a powerful measure for governments at all levels to implement decentralization and realize the transformation of government functions.In July 2013,Premier Li Keqiang proposed "to promote government procurement of services to the social forces,innovation.".To provide better public services,the paper points out that the public service items which are suitable for marketization should be submitted to the social organizations,institutions and enterprises with good conditions and good reputation".The government's statement means that the "government list" of enterprises will be more and more,and with the development of the market,more and more enterprises are striving for government business,and the market competition is becoming more and more fierce.In the past three years,M company has undertaken some business such as social publicity and education,archival data arrangement and so on through the bidding process,and formed the operation mode of "government purchase + enterprise service".The business undertaken by M company mainly includes publicity,education and archival data arrangement.This paper will take M culture service company as an example,the media publicity,outdoor publicity,filing of toG business process optimization,a detailed analysis of the three items of business,to find out the differences between customer expectation and actual effect,seize the business source to all kinds of problems in the process of landing.Using Pareto,fishbone diagram,brainstorming and other analytical methods,the paper analyzes the media publicity,outdoor publicity and archival data processing process of M cultural service company,clarifies the business status,and looks for the improvement direction of business process.ESIA method is introduced,and the concept of lean thinking is incorporated into some business.The problem process is eliminated,simplified,integrated and automated,and a new workflow is formed to achieve the purpose of optimization.Through the study of this paper,we put forward the solution to the key problems,establish a relatively reasonable business system for M company,reduce business processing time,reduce the cost of enterprises,thereby reducing customer waiting time,reducing the cost of pay.At the same time,the government and enterprises from two aspects of thinking,the advantages of both sides of the organic combination of resources,so that the two sides in the "decentralization" environment to achieve a win-win situation.
