Research On Satisfaction Of Public Cultural Service In Sihui County-level Cities From The Perspective Of New Public Service Theory

Public cultural service is an important part of our government’s public service.It is to build a service-oriented government,meet the growing cultural needs of our people,and continuously develop public cultural undertakings.Since the Third Plenary Session of the Eighteenth Central Committee put forward a comprehensive deepening of reforms to build a modern public cultural service system,as the main body of public cultural service supply,the county-level government has faced an imbalance in the supply and demand of public cultural services and improved its management in the process of carrying out public cultural services And new changes in service functions.As the grassroots unit of cultural system reform,the county cultural department is the implementation and inspection agency of national cultural reform policies and measures,as well as the decision-making body of grassroots cultural reform measures.Therefore,it is of great significance to explore the improvement of county public cultural service satisfaction.The new public service theories of “Democratic Participation” and“People-oriented” put forward by the Denharts and his wife coincide with the current transition of the Chinese government from cultural management that pursues “digital performance” to cultural good governance that is guided by public demands.Improving the quality and efficiency of public cultural services and satisfaction is of reference significance.This article attempts to carry out a satisfaction survey from the perspective of the new public service theory,through literature analysis,questionnaire survey,and statistical analysis,from the perspective of public cultural service infrastructure,service quality,and personnel quality in Sihui City,thereby pointing out that the satisfaction survey reflects The public cultural service infrastructure in Sihui City is unreasonable,the supply and demand are unbalanced,the quality of the team structure needs to be optimized,the participation of social forces is low,the supporting laws and regulations and the lack of power and responsibility mechanisms are issues.Based on the enlightenment of the new public service theory,it proposes how to improve the satisfaction of public cultural services in Sihui City.People-oriented construction of government service functions,based on the needs of the people based on public cultural interests,improvement of the public cultural service talent team,optimization of relevant laws and policies,and promotion of multi-party participation 3.Improve the accountability mechanism for public cultural services.
