In recent years,government agencies around the world have regarded public service outsourcing as an important means of transforming their functions and one of the ways to improve the country’s service system.In order for the public service outsourcing industry to develop well,not only does it require research on other well-developed public service outsourcing systems,but it also requires our government departments to develop and promote them.The introduction and application of public cultural service outsourcing not only helps to improve the severe situation of capital shortage in China’s public cultural service industry,but also helps to increase the number of public cultural services and enhance the quality of public cultural services.It also improves the system of government functions and promotes the development of public services in all sectors of society.Reduce national capital investment and effectively improve service efficiency.This paper argues that there are problems such as lack of strategies to deal with outsourcing risks,lack of effective supervision,insufficient public participation,and lack of qualified contracting programs in China’s public cultural service outsourcing.The main reasons are:public cultural service outsourcing in China.It is still in an exploratory period and has not yet reached a mature stage;lack of understanding of outsourcing risks,a bid for low prices,lack of detailed understanding of corporate credibility and contracting qualifications,and the government’s neglect of establishing a monitoring system,leading to the lack of supervision functions;The poor expression of public cultural needs has led to a low level of public participation.Cultural markets lack incentive mechanisms and it is difficult to increase the level of contractors’ public cultural services.Drawing lessons from relevant experience at home and abroad,this paper believes that the improvement of public cultural service outsourcing in China can be achieved through the following methods:selecting the appropriate outsourcing scope and model,establishing a competitive independent relationship outsourcing model,and attaching importance to the development of non-profit organization;The risk assessment and control mechanism effectively controls the risk of outsourcing of cultural services;strengthens government supervision,and conducts comprehensive supervision over contractors,the public and third parties;Provide public participation channels,including hearings,resources,investment,seminars,etc.;establish a reasonable incentive system to fully mobilize the initiative and enthusiasm of individuals and the public.
