Study On The Generation Logic Of Public Cultural Service Outsourcing Involution Phenomenon In China

Service outsourcing is the main mode of production and supply of public cultural services in our country.According to cases and surveys,we have found that public cultural service outsourcing in our country did not bring about an increase in the efficiency of public service provision but resulted in duplication of projects,inefficient duplication and repetition of power relations between government and social organizations that outsourced outsourcing,that is the phenomenon of involution of outsourcing in cultural service.In our country,the phenomenon of outsourcing of involution of public cultural services must be contained.Therefore,it is necessary to reveal the logic of the outsourcing of involution in public cultural services.Based on this,the key problem to be solved in this study is the logic of the phenomenon of outsourcing of involution in public cultural service in China.The study follows the classic paradigm of interpretative normative research and follows the basic process of "presenting research questions-establishing research hypotheses-research hypothesis argumentation".Starting from the actual research case,this paper describes the phenomenon of outsourcing of involution in public service in China.Based on the theoretical review and inductive deduction,this paper proposes the logical proposition of the phenomenon of the public service outsourcing in China.This paper argues that the premise of the logic of the phenomenon of involution is the alienation of government preference.Governmental alienation takes the realization of bureaucratic goals as the starting point,making the primary purpose of outsourcing public cultural services not for the development of public cultural services,or for the public cultural needs,even led to bureaucratic laziness.Under the alienation of government preference,the supply and consumption of public culture cannot be balanced,the development and promotion of social public culture cannot be realized,and the development of public culture is hindered,this inevitably leads to the phenomenon of involution.This paper also points out that bureaucratic outsourcing will give priority to the implementation of government alienation preferences,which is a small premise of the logic of the phenomenon of involution of outsourcing in public cultural service.Bureaucratic outsourcing cannot express public cultural needs and preferences,but it is exactly the preference expression and realization mechanism of administrative bureaucrats and chief executives.Under the premise of scarcity of resources of grassroots public cultural governance,through resource integration such as outsourcing,alienated government preferences will be easier to be achieved.Finally,based on the phenomenon of involution of outsourcing in cultural service,this study gives some advice on how to eliminate the phenomenon of outsourcing of involution of public service in China from three aspects: regulation of government preference,elimination of bureaucratic outsourcing and other factors.
