With progress of global economic integration and rapid proliferation of the Internet the service outsourcing industry has achieved unprecedented growth. The IPR service outsourcing industry in particular has gained significant development. However, the competition in the language translation service outsourcing industry—one of the IPR service outsourcing industries is strengthening as the number of players increases. In this case, service strategies developed based on a language translation service outsourcing company’s strength with a prospective vision are critical for the company to win customers and develop long-term competitiveness. This article analyzes the internal and external circumstances of the S company to scientifically select service strategies and related implementation measures, which are of critical importance to the development of the company.Using the S company as a study object, this article first describes the background and significance of the study and summarize the development status and related enterprise strategic theories of the company. Second, it adopts the PEST analysis methodology and Michael Porter’s Five Forces Model to perform in-depth analysis on the external circumstance of the S company to identify the current opportunities and threats for the company. Then, the author further analyzes the internal circumstance of the company to reveal its strength and weaknesses, and then combines the strength, opportunities, weaknesses, and threats to perform comprehensive analysis using the SWOT analysis model. After calculating the overall score of attractiveness and weight of each strategy to all key factors, the author selects a strategy based on the score and proposes several feasible strategies based on comprehensive analysis, and then the author uses QSPM to analyze and compare applicable strategies, at last selects the best one. Finally, the implementation tactics according to the selected service strategy are put forward.According to the result of study and analysis, the S company should adhere to the current business transformation and focus on businesses including patent translation, localization, information search, industrial and commercial translation, and interpretation, so as to make a quick breakthrough and develop into a renowned high-tech IPR service outsourcing enterprise boasting core competitiveness.
