Innovation Research On The Public Cultural Service Of Rural Elderly In Beibei District

Rural public cultural service innovation is an important way to accelerate the construction of public cultural service system,promote the equalization of public cultural services and meet the people’s growing spiritual cultural needs.Since the Beibei District of Chongqing started the build of demonstration area of national public cultural service system,in 2013,it have implemented various cultural project in-depth that benefit the people and promoted the task solidly.The modern public cultural service system and the development pattern of "Covering Both Urban and Rural Areas,Convenient and Efficient,Basic Protection,Promoting Fairness" has been basically formed.At the same time,the rural population aging is one of the main problems in the development process of rural society,in twenty-first Century.The paper summarizes the recent achievements of rural public cultural service policy in Beibei District for the rural elderly using the method of questionnaire investigation,literature analysis and data analysis and etc.It makes a deep analysis in the problem of the public cultural service policy of rural elderly according to the field survey data and puts forward specific policies and recommendations combining the problem of explored at the area.Specifically,this paper is divided into six parts:In the first part,it systematically introduces the research background and status of public cultural service policy of rural elderly and further clarifies the research mentality,emphasis,innovation and the main research methods.The second part is the related concepts and theories.From the perspective of history research and research at home and abroad,it vertically and horizontally generalizes the public culture,public cultural services and the elderly in rural areas,and other related concepts,systematically hackles public cultural services and aging,and other related theories.The third part is the effect of rural public cultural service policy in Beibei District.It systematically hackles a series of effects of the rural public culture servicepolicy in Beibei District,including the formation of "a quarter of an hour" rural public cultural service circle,dipping its toes in public cultural service socialization,building public cultural service brand,completing the task of live satellite household and the "cultural Beibei District spring project" talent training and etc.The fourth part is the problems and reasons of public cultural service policy of rural elderly in Beibei District.It mainly analyzes the problems of public cultural service policy of rural elderly in Beibei District,including a low-level availability of the public cultural service facilities,a low-level specialization of the public cultural service team and a low-level enthusiasm to participate in public cultural services and etc.And this chapter also divided into three aspects to analyzes the reasons of the rural elderly public culture in Beibei District.Having thought certain deviation in the government and the elderly,the imbalance mechanism of supply and demand,the lack of communication mechanism may lead to these problems.The fifth part is the countermeasures of enhancing and improving the rural elderly public culture in Beibei District.On the basis of fairness,principles and ethic,the chapter proposed the communication mechanism,advancing professional degree,encouraging the participation participate in the construction and reinforcing the brand influence of the elderly public cultural services to resolve the problems and reason.
