Since the 80s of the20th century,western countries introduced the new value concept of "customer first" which is the enterprise management theory to the government management.It advocates that public service provision should be guided by "the customer"and "customer satisfaction" should the government public service quality criteria.Basic public cultural services as a fundamental contents of public services,is of greater value than before.To better meet people's spiritual and cultural needs,improve the cultural quality,the communist party of China and the government will build a modern system of public cultural services,promoting the equal basic public cultural services standardization,as a target of in planning for its 13th Five Year Plan.And has carried out three batches of public cultural service system demonstration area create work.However,the current popular demand presents the increasingly diverse characteristics,whether basic public cultural services provided by the government can meet the needs of different levels of residents,whether the quality of the basic public cultural services to the satisfaction of the people.This needs under the perspective of customer satisfaction,satisfaction survey,let service recipients to make evaluation,implement basic public cultural services to the government performance evaluation,to find out the weak links and master the characteristics of public demand and achieve "on-demand distribution",so as to building a customer oriented and a more responsive concerning government.The paper is instructed on the theory of new public management and customer satisfaction theory,mostly adopts the methods of normal analysis and empirical analysis,in order to evaluate the performance supply of basic public cultural services in Hubei province and explore the factors that affect its performance.First,based on the literature review of this study,to define the related concept.Second,based on public satisfaction select five dimensions including:basic public cultural service facilities supply network and its effect,service supply,activities and its effects,to measurement the performance for the supply of basic public cultural services model.Then,though the government ability,organization and management,personnel guarantee and audience characteristics four dimensions to build the basic influence factors of public cultural services supply performance evaluation model.Third,through design related questionnaire and research programs,conducted field research work,for data collection.Fourth,combined with statistical software SPSS20.0 and Amos20.0 software to analyze the collected data using statistical methods,to evaluation basic public cultural services supply in Hubei province performance,at the same time,analysis factors affecting the performance of the supply using the method of empirical analysis.At last,comprehensive analysis of the results,in view of the basic public cultural services supply situation in Hubei,from five angle including:equilibrium configuration culture resources,increasing supply capacity,optimization of organization and management,to strengthen the construction of public cultural talent team,and improve the mechanism of public participation to improve basic public cultural services performance in Hubei province.
