The Study On Satisfaction Of Basic Public Cultural Service In Lvliang

With the people’s growing need for a better cultural life,improving the supply efficiency and quality of basic public cultural services has become an important way to promote the equalization of basic public cultural services in China and meet the cultural needs of the people.The study on public satisfaction of basic public cultural services aims to protect the basic cultural rights of the public,transform service extensive supply and improve service quality.As the old revolutionary base and less developed area in Shanxi Province,investigating the public perception,satisfaction and further demands of the existing basic public cultural services in Lvliang,getting through the "last kilometer" of the basic public cultural services is of great significance for the transformation and development in Lvliang to build a strong cultural city.The supply of basic public cultural services is a process of multi-agent participation,the surveys of public satisfaction not only need to understand the public demands and satisfaction,but also need to comb the current supply situation of Lvliang city.Therefore,on the premise of Lvliang’s basic public cultural services supply,thesis combine with the interview data and the Shanxi’s basic public cultural services implement standard to design the public needs and satisfaction questionnaire,and do the Lvliang’ public satisfaction satisfaction surveys.Surveys found that at present,Lvliang’s basic public cultural services lacked cultural facilities and using rate was not high,cultural talent team were fewer and uneven distribution,the content of the cultural activities were weakness and lacked propaganda,the related department websites were missing and people couldn’t express their problems and demands,these caused Lvliang’s public satisfactions were not high.The reasons of the problem are as follow:the Lvliang’s government are not take seriously,relevant policy and planning are lacking,supply of basic public cultural services lack financial security and the supply of top-down model doesn’t fit with the public demands.Synthesizing the performances and reasons of restrict public satisfaction of basic public cultural services,thesis combine with the public demands,the existing resourcesand capabilities of Lvliang’s municipal government,thinking the advises of improve the public satisfaction of the basic public cultural service in Lvliang are as follow: first,starting with micro implementation,the government should build and improve the construction of generous cultural facilities and increase the utilization rate;actively hold diversified cultural activities and intensify publicity efforts;as an old revolutionary base,the Lvliang’s government should carry forward the revolutionary spirit and spread the red culture in many ways;as a poverty-stricken area,supplying of the basic public cultural services in Lvliang’s poverty county should be equalized.Second,starting with the macro system,the municipal government should construct service supply performance evaluation,optimize the protection of cultural talents,improve the service supply planning,complete service funding and activate public demands expression and response,thus the government can promote the equalization of basic public cultural services in Lvliang Shanxi...
