| Fengshi originated from Pre-Qin period, it was a popular method of musical divination, mainly used for memorials to the emperor about the divination results, about when the emperor Heng-Liu (Han Dynasty) it began to used as a secret memorials among the administrative court. The formation of the system was be formed at the year of emperor Xun-Liu (Han Dynasty). It has been using until end of the Han Dynasty.Fengshi is a kind of confidential memorials which is delivered directly to the emperor not via any other procedures. It doesn’t show any significant particularity in words comparing with the general official memorials. The reason it’s able to play an important role in administration of Han Dynasty is its advantages on encapsulation and delivery, which ensure the maximum degree of confidentiality in the process of the transportation and process, being conducive to the information transmission from the bottom. To certain extent, it provides the emperor wider opportunities for airing views, being an effective tool of strengthening and consolidating imperial power. But on the other hand, the main body of referred the sealed paper, which with the eunuch at the inner court, it provided an opportunity for the eunuch, and it become a powerful weapon of control over the court. |
