The secret memorial is createdin the Han Dynasty. After the development in the Wei, Jin and the Southern and NorthernDynasties, it has been refined and expanded in Tang Dynasty. Tang Dynasty is a crucial periodfor the secret memorial system. In Tang dynasty, the emporers create the tougui system and makethe secret memorial sending though by the entrance of palace, which promote the developmentof the secret memorial system. Therefore, the study on the secret memorial system in TangDynasty has important implications for which in the China’s ancient history and in the China’spolitical system system.Tang Dynasty attached great importance to the control of information channels，exceptissuing officials edicts for providing wide oppunities for the airing view, also created the Tougeisystem. The secret memorial played an important role as the instruent carrier. through thestatistical analysis of the Tang Dynasty secret memorials, this article indicates that the secretmemorial system arised important changes in Late Tang Dynasty,such as the range of officialswho can present a secret memorial to emperor, the shift of present approach. As a kind of secretmemorial, this instrument could be delivered directly to the emperor. The paper through thestudy of secret memorial found that the officials selected style based on the actual situation andno specific writing format.The secret memorial had a strict program,which would be sealedconfidentially before sending to the emperor through tougui or the entrance of the palace.Thesecret memorial had some features such as expose,remonstrate and ecommend candidates. Theemperor attached great importance to the secret memorial system in order to strengthen thedominant position of the central decision-making.At last, the paper have a comparative study ofthe Tang and Song secret memorial system.Compared to the Song Dynasty, the system wassimple in Tang Dynasty.To the late Tang Dynasty, the entrances of the palace became the firstchoice of the officials to present the memorial. Combining the secret memorial with the emperorpersonal privacy and political space more closely, the secret memorial system influence on thestrengthening of the feudal imperial power is more and more important.
