| At present, under the guidance of the strategic goal of building a socialist cultural power, China is actively constructing a modern public cultural service system in order to better meet people’s spiritual and cultural needs, as well as to guarantee the basic cultural rights and interests of the public. With the rapid development of China’s economy and the continuous progress of society, the public’s awareness of enriching their culture and spirits has become more intense; the personalized, diversified, and profound needs of public cultural services are increasingly strengthened. Communities can transfer public culture and its value concept to their audiences conveniently and effectively. Community cultural services play an important role in meeting the growing cultural needs of the public. Residents’level of satisfaction reflects the actual effect of the supply of community public cultural services. The evaluation of the level of satisfaction of public services guides and promotes the further improvement of the supply of community public cultural services. In 2020, China will have established a modern public cultural service system, and communities are the basis for achieving this goal. In view of the status of the supply of public cultural services and the role of satisfaction in the evaluation system of public services, the study on the supply of community public cultural services is of great significance.In recent years, Shanghai has accelerated the rate of building modern public cultural service systems, constantly revamped the system as well as the mechanism of public cultural services. Some new policies and measures have been introduced in the supply of community public cultural services, which has achieved remarkable results. The supply of community public cultural services in the city of Shanghai is facing new opportunities and challenges. In this paper, I adopt an empirical perspective by using Neighborhood C, Xuhui District as a case study in the supply of public cultural services in the city of Shanghai. Through the use of questionnaires, interviews, and other methods, I attempt to analyze the current situations of the supply of community public cultural services in Neighborhood C. I utilize the residents’ levels of satisfaction as the standard, in order to search for an effective method to improve the supply of community public cultural services. In addition, I provide some practical ideas and solutions for the purpose of accelerating the rate of construction of the Shanghai’s modern public cultural service system.In this paper, the supply of community public cultural services in Neighborhood C is carefully sorted out and analyzed. Current problems include:first, the richness of the content of the supply of community public cultural services needs to be strengthened; second, the humanization of the supply of community public cultural services needs to be strengthened; third, the supply of and the demand for community public cultural services need to become a routine; fourth, the participation of community public cultural service activities needs to be expanded; fifth, the individualization of the facilities of communitypublic cultural services needs to be promoted. The main reasons for these issuesinclude:the supply system and types of community public cultural services arenot perfect; the system and mechanism of community public cultural serviceorganizations are not perfect; the operational budget of community public culturalservices is limited; the link between the supply of and the demand forcommunity public cultural services has not been established; and the publicity ofcommunity public cultural services is not enough.Aiming at the aforementioned problems, I put forward in this paper the strategies to improve the supply of community public cultural services in the city of Shanghai: first, strengthen the support of policies and the establishment of the supply of community public cultural services; second, expand the publicity and brand building of the supply of community public cultural services; third, promote the link between the supply and the demand as well as the customized operations of the supply of community public cultural services; fourth, strengthen the security and incentive mechanism of the supply of community public cultural services; fifth, make use of the synergy of resources as well as the linkage effect of the supply of community public cultural services. |
