Research On The Supply Of Public Cultural Services In Poverty-Relief Relocated Communities In Inhospitable Areas Of Guangxi

As the "root" and "soul" of an ethnic group,culture is a necessary condition for the prosperity and stability of an ethnic group.Community public cultural services are a basic way to protect people’s cultural rights and interests,an effective way to enrich people’s spiritual life and enhance people’s cultural confidence,and a key link in building a strong modern socialist culture.The relocated community for poverty alleviation in inhospitable areas is the product of poverty alleviation and a "Chinese-style" new community.Although the relocation work has been completed,there is a long way to go for the follow-up management of the community.Especially in Guangxi and other ethnic minority gathering areas,most of the relocated people in poverty-alleviation relocation communities in inalienable areas are ethnic minority compatriots,with big differences in ethnic culture and living habits.Misunderstanding and conflicts will inevitably occur if there is insufficient understanding between them.Therefore,improving the public cultural services of poverty-alleviation relocated communities in inhospitable areas and improving the effectiveness of the supply of public cultural services are conducive to eliminating the estrangement between relocated people,narrowing the distance between relocated people,improving their sense of identity,belonging and happiness,and giving full play to the power of culture to promote the harmony and stability of poverty-alleviation relocated communities in inhospitable areas.In view of this,this study will discuss the provision of public cultural services in poverty-relief relocated communities in inhospitable areas of Guangxi.Based on the theory of responsible government and collaborative governance,C Community in He Chi City is taken as the object of case analysis.Interviewed 21 subjects who knew the supply of public cultural services in C community.Through the analysis of the research materials and the summary of the interview content,it is found that the deviation of service concept,the lack of institutional guarantee and the lack of coordination mechanism are the main reasons restricting the supply of public cultural services in C community.Then,on the basis of summarizing the experience and enlightenment of the typical cases of public cultural service supply in the relocated communities of poverty-stricken areas in China,this paper proposes the countermeasures to improve the supply of public cultural service in the relocated communities of poverty-stricken areas in Guangxi from three perspectives: establishing the correct service concept,perfecting the system guarantee and optimizing the coordination mechanism.
