Integration Research On The Fragmentation Of Community Public Cultural Service Supply In Cheng Guan District Of Lhasa

The 19 th National Congress of the Communist Party of China means that China has comprehensively entered a new period of socialism.Public culture is an important part of the culture of the new era and an important factor of the sustainable development of advanced productive forces.At the same time,people’s demand level in public culture is also gradually diversified.There are still many fragmentation problems in community public cultural services.In view of the current situation,the government has issued relevant policies,but residents’ satisfaction is still very low.There are many reasons for this situation,the core of which is the fragmentation problem in the supply process.Therefore,from the perspective of overall governance,this paper effectively integrates the "fragmentation" problem in the supply,so as to promote the high-quality development of the government.This paper using literature research method,questionnaire survey and interview method,field survey cheng guan communities,later on the specific research data and interview recording,analyzes a series of fragmentation problems,according to the "holistic" governance theory,the integration strategy from five dimensions,namely,optimize community public cultural service supply decision,improve the supervision of community public cultural service,adjust the vertical power allocation of community public cultural service supply.According to the above ideas,this paper is divided into the following parts:Part one: Asking questions,that is,the first two chapters.Chapter one: briefly analyzes the research background,significance and relevant research at home and abroad,puts forward the innovation and deficiency of the paper,and makes a brief review of the whole paper.Chapter two:mainly introduces some basic concepts and theoretical tools.Part two: analyze the problem,that is,the third and fourth chapters.The third chapter first introduces the basic situation and characteristics of the community in Cheng guan District of Lhasa city,and then introduces the design,implementation,credit validity test and result statistics of the questionnaire survey,and finally introduces the design,implementation and result arrangement of the interview survey.In this part,the existing fragmentation problems are mainly analyzed from five dimensions.Part three: problem solving,which is,chapter five and the conclusion.Mainly aimed at the fragmentation problem found above,combined with the overall governance theory,proposed the integration strategy.
