Study On Municipal Hospitals' People Development Program And Construction Of Brain Drain

Medical resource is not evenly distributed in China,among which high quality medical resourcesare centralized in several metropolises.“Difficult and expensive to get medical care” has becoming one of the severest problems in our society.As typical non-profit organization,municipal hospitals are the foundation for propelling national health industry,they should take fully responsibility to sooth this social problem.However,brain drain phenomenon put it into a much worse dilemma because those hospitals located in less developed area with less medical source are the direct victims of brain drain.Social problem of uneven allocation of medical resource in China will become sharper without taking action to avoid brain drain.How to sooth and solve the brain drain has becoming first priority problem needs to be solved for Chinese government.According to my observation and consideration for six years in my working place which is PingXiang Hospital of JiangXi province,also with the scientific researching method of questionnaire,I found out that the biggest problem of people development in municipal hospitals are that board of the directors haven't pay much attention to the brain drain problem and haven't raise up the practical solutions for it.Regarding the brain drain phenomenon in municipal hospitals,I would raise up my concern and discuss with you how to set up pre-alert system to avoid brain drain in details.Following passage can be divided by four parts: firstly,discuss the nowadays situation and problems on the way of developing municipal hospitals and tertiary hospital;secondly,analyze the reason why the brain drain problem is so severe in municipal hospitals;thirdly,summarize the impact of brain drain on municipal hospitals;fourthly,plan better people development program and construction brain drain pre-alert system.
