Medicine and health care,closely related to millions of people's health and happiness,is major people's livelihood problem.It is a wide range,difficult social systems engineering which is deepen reform of the medical and health system and accelerate the development of medicine and health.Every medical manager should focus on how to carry out national policy and meet the demand of the new medical reform.Emergency department,as a window of the hospital,were tasked with treatment for patients who are suffering from acute and critical diseases.The nursing quality of emergency department is an important standard to measure the quality of service and emergency ability of overall hospital.There are increasingly prominent management issues of emergency department nurses team in the background of new medical reform.This study,based on the theory of human resource management,employees theoretical training,performance management theory,analyze problems and makes corresponding countermeasure.Takethe second affiliated hospital of medical school,zhejiang universityasan example,we investigate the emergency nurse specialist,emergency nurses and hospital management three aspects by questionnaire survey method,interview method,sampling method,data analysis and data analysis.The paper analyses the main problems and put forward the corresponding countermeasures through combining theory of practice with macro and micro perspective on the management of emergency first aid nurses team.Our research aims to perfect the management of emergency first aid nurses team and make it stable.So we can provide patients with better "high quality nursing service",and then promote the healthy development of the emergency nurses team.In this paper,the research results show that the main problems existing in the emergency department nurses team management,including:(1)The total quality of emergency nurse team is low and the nurses were confused with career planning which lead to emergency nurses team itself condition cannot meet the needs of new medical reform.(2)emergency environmental factors,large workload,the nurse staff shortages and lower salary destabilized the emergency nurses team.(3)The administrator of hospital didn't carry out the government's policies,demonstrates in the following aspects: the emergency department nurses cannot meet the requirements of the new medical reform,stratified use of emergency nurse is not reasonable,performance appraisal is not reasonable.(4)starting from the policy level,standardized training does not reach the designated position,lack of effective implementation,policy lack of planning and support.In Regard of the problems above,this paper puts forward the improvement measures include:(1)pushing legislation for training system,strengthen the training motivation and the service concept and core ability training to improve the emergency nurses team overall quality to meet the demand of the new healthcare reform.(2)The hospital's administrator should increase the investment to emergency nurses,increase the number of nurses in emergency department,strengthen the humanized management,increase salary of the nurses and provide opportunities for the nurses' self-development to stabilize emergency nurses team.(3)establish a series of measures to strengthen the supervision of the nurses team in the background of new medical reform.such as perfect management system of personnels stratification,check theratios of nurses and beds,establish standard of performance appraisal,prefect the incentives and evaluation mechanism.(4)perfect standardization training,effective implementation of the new medical reform policies,strengthen the planning and support emergency nurse team management to perfect the new medical reform policy.
