The grass-roots hospital of Traditional Chinese Medicine(TCM)is to provide services of traditional Chinese medicine as a leadership of its work,in the rural three-level health preventive care system it plays an important and decisive role to develop Chinese medicine.Due to historical reasons,the gross-roots hospital of TCM has a very poor condition of foundation to develop and is lack of human resources.Since modern times,with the development of science and technology,the introduction and rapid development of modern medicine,the marketization of health care system and the emergence in large numbers of private hospitals,the gross-roots hospital of TCM is facing a rat race.Its service sector has become increasingly decreased.As a result,the special advantage of TCM has being gradually weakened and its operation condition is very difficult.The competition between modern hospitals is the talent competition.In thefast-changing,complex and steep competitive environment,health talented person is the key to win.Therefore,it is profound and significant to do a good job of human resource management for its development.The gross-roots hospital of TCM must change the perspective of management,pay attention to human resources and manage employees effectively by adopting scientific management means and methods.Only by this way to promote the enthusiasm,professional,technical and service level of employees can the gross-roots hospital of TCM ensure its sustainable development and play its leading role in inheriting and carrying forward traditional Chinese medicine.And the good TCM services can be taken to the broad masses of the people and really benefit the people.This study is about the human resources and management of the TCM hospital of Pengshui through consulting a large number of literature,field survey,data statistics,interviews and other methods.The results show that there are many problems about human resource and management,such as lack of managers and high-level talents,the unreasonable structure of human resource,the serious brain drain.With SWOT analysis method,this paper analyzes the opportunities and threats,advantages and disadvantages of the TCM hospital of Pengshui,and makes some targeted countermeasures.Through this study,there are some countermeasures to provid reference for human resource management to the Pengshui TCM hospitaland other similar County Public hospital.
