With the reform of hospital management system,the implementation of the medical security system,the hospital has undergone profound changes in the business environment,facing the new environment,the hospital has a good development opportunities,is also facing a hitherto unknown challenge.How to strengthen the hospital management,to meet the people's growing medical needs,to reflect the patient as the center,take the quality as the core concept of running the hospitals,enhance the ability of sustainable development of the hospital,improve the social and economic benefits of the hospital,which is the primary problem facing the management of modern hospital.In the management of the hospital,performance evaluation and allocation is an important part of hospital management.Public health care system should not only comply with the principle of public welfare but also fulfill the social responsibility is the basic requirement to ensure the health of citizens.In August 2012,the "notice" on the reform of public hospitals in 2012 issued,this policy is a number of departments jointly issued,all public hospital reform in 2012 as the focus in the notice clearly pointed out,and will be mentioned on the hospital performance management process.In October of the same year,"" 12 th Five-Year "health development plan" issued at the State Department under the careful planning,"Planning" focuses on the key role of performance management as well as the reform of public hospitals can not be delayed,at the same time,it also describes the content of the performance of the reform.Therefore,the reform of public hospital performance management system is imminent,to solve this problem,we must start from the most basic place,starting from the essence,is starting from the performance management.It is a modern management prototype appeared in the late twentieth Century,and then slowly matured,it has a very important is to improve the hospital's overall coordination level,improve the hospital management capabilities,to ensure that the hospital human resources management scientific and rational,and so on.Research on the system as the starting point from the performance evaluation of domestic and foreign medical system in this paper,the analysis of A hospital performance evaluation system in the five assessment level,at the same time our country public hospital public welfare and economy "double identity,at the same time,with expert consultation,questionnaire investigation,special assessment of the evaluation index the research results show that the current public hospitals in our country to fully implement the principle of public welfare has taken a number of measures,has made considerable progress,but there are still many problems to be solved.To find out the problems,and put forward the corresponding salary system to supplement,assessment and supervision contribute to the realization of public hospital scientific and reasonable,and the performance evaluation system based on good promotion under the county public hospital.
