| The policy of “the separated between medicine and pharmacy” is the most closely related direction to solve the problem that the people are difficult to see a doctor,it is also the difficulty in the process of medical reform.However,in a number of medical reform policy,did not give a clear implementation of “the separated between medicine and pharmacy” program,Thus,in the national health care to reform in the hospital there are a variety of “medicine separate” reform model.Firstly,this paper through to introduce the existing mode of “the separated between medicine and pharmacy”,Including two lines of revenue and expenditure mode,the mode of pharmacy trusteeship,outpatient pharmacy stripping mode,cancel the drug markup rate,The paper explains the basic situation of each mode,and analyzes the current situation of the pilot status and operating results,Secondly combined with the actual situation of Heilongjiang Province Academy of Chinese Medical Sciences,starting from the income and expenditure of the academy in 2015,respectively analysis the feasibility of Heilongjiang Province Academy of Chinese Medical Sciences for the four types of “medicine separate” mode.Finally,select the best model for the hospital to implement the “medicine separate” policy,and according to the selected mode,proposes the corresponding countermeasures to face difficult challenges.In summary,the method abolishes the price rising of the drug and the thirdparty enterprises,which can reduce the drug costs,maintain the original management rights and ownership of unchanged,the hospital pharmacy staff also do not have to restructure the arrangement,so the method is adapted for generalizing wildly.Although the data show that the income gap exists,but unlike the other three modes the gap needs fiscal subsidies to compensate,cancel the drug markups can be improved by improving the medical income of other medical service fees,and can better reflect the doctor's labor value. |
