Research On Performance Evaluation Of New Rural Cooperation Medical Care Fund Operation In Gansu Province

The new rural cooperative medical system(NCMS)is not only an important carrier to highlight the current situation of medical care in China,but also an important part of constructing diversified rural medical security system.Its development and improvement are of great significance to improve the health level of peasants and alleviate their difficulty in seeing a doctor and expensive medical treatment.As a key to the sustainable development of NCMS,the NCMS fund is not only an important criterion for the fund management system,but also related to the vital interests of peasants.Firstly,based on Combing the relevant literature of NCMS fund,the theories of public finance,government performance management and stakeholder theory,the logical model and the "4E" criterion of government performance evaluation,this study builds NCMS fund performance evaluation indicator system which includes the level of economic development,the level of fund raising,the level of organization management and the level of benefits for farmers 4 first indicators and Per capita net income of farmers,per capita funding,the actual hospitalization compensation ratio12 secondary indicators.Secondly,factor analysis is used to analyze the operation of14 cities NCMS care fund in Gansu province in 2014,and extract the three common factors including "fund utilization","fund financing" and "participating and benefiting".According to the data analysis,it is found that the operation of NCMS fund of Gansu Province works well as the whole,but it is imbalanced between cities.The healthy operation of NCMS fund is closely related to the level of local economic development,farmers' spending ability and willingness,the government financial subsidy,the supervision degree of the fund and so on.Finally,on the basis of data analysis and the existing problems in the operation of NCMS fund in Gansu province,this study try to put forward some countermeasure suggestions from basing on regional economic development characteristics andoptimizing the allocation of medical and health resources;improving the financial subsidy standards steadily and optimizing the fund financing structure;strengthening fund supervision operation and using of reasonable adjustment of the actual compensation ratio to improve the level of the interests of the farmers and so on.
