The new rural cooperative medical system,which is commonly known as the new rural cooperative medical system,is a special medical mutual insurance system in china.The new rural cooperative medical system is widely implemented in our country,the relevant fund increases day by day,will increase the fund risk,which makes more difficult to manage the fund,this is based on the background above,this study of Lin County as an example,the analysis of the current system of fund management status and the risk factors,in order to give the risk preventive measures of.This paper through literature analysis,field investigation method,observation method,financial statistics analysis method,comprehensive analysis method,raise of Shanglin county new rural cooperative fund storage and payment three aspects of fund risk management issues of research and analysis,establishes the corresponding control system by using the theory of risk management,put forward a sound system of management system,strengthen the internal control;the establishment of standardized medical fund financing mechanism;strengthen the NCMS fund payment reform,the per diem payment,capitation,DRGs total prepaid medical expenses prepaid comprehensive payment reform;strengthen the construction of information,establish a risk early warning mechanism;supervision system,adhere to the "sunshine operation",the implementation of democratic supervision countermeasures.This study provides a reference and basis for preventing and reducing the occurrence of irrational problems in the use of new rural cooperative fund.
