The Study On Operation Problems And Countermeasures To Integration Management Of Township And Village Health Service In Panjin

The integration of township and village health services is an important measure to deepen the reform of the medical and health system in our country, which is also an exploration of the management mode of rural health work. According to the implementation of the township and village health service integration about new medical reform advocated in conditional areas in China, this paper will study the development of township and village health service integration in Panjin City and it will analyze the achievements and existing challenges. At the same time, establish improvement scheme, and puts forward some concrete measures for guaranteeing the for improvements.In this paper, Panjin running status of township and village health service integration as the research object, I master the first-hand information and basic data, Through the study of the questionnaire survey of panjin 31 township hospitals and 356 village. Simultaneous I also had some in-depth interviews with country doctors and all levels of leaders who are in charge of township and village health service integration management to further understand the relevant information.The township and village health services integration of Panjin City runs smoothly, and it has achieved certain achievements. It has turned into a real integration management from the previous formal one. But there are also some problems, such as the difficulty of management, the low level of business services at the grass-roots level, non-standard performance appraisal work, weak rural health team the financial security and the medical security.According to the above problems, I recommend to strategic restructuring, improve rural health services, given a perfect performance appraisal mechanism, strengthen the financial security and medical insurance. At the same time, we should increase the rural health service integration of Panjin city. We should be clear about the responsibilities, strengthen the construction of the grass-roots medical institutions and build system of rural health service integration management, and strengthen the construction of grass-roots health personnel.
