On The Policy Implementation Analysis Of Integrated Management Of Rural Health Service In Urumqi County

As the health service institutions at the two-level of township and village in rural areas of China,the township health centers and village clinics are playing a role in safeguarding health of the rural residents in their lives,mainly providing health service for them and solve their medical problems.However,during the operation of the township health centers and village clinics,there are still many problems such as the absence of collaboration and sharing,low-level health service and etc.As a result,China had issued the Opinions on Promoting the Rural Health Service Integration in 2010 to solve the supply problems of the health service institutions at township and village levels.Thereupon Xinjiang Urumqi Autonomous Region of China issued the Guiding Opinions on Further Promoting the Rural Health Service Integration,in which it is pointed out that:we should improve the service quality and service level of rural health service institutions so as to urge the rural health institutions to provide the health service that fits the health requirements of the rural residents by implementing the policies on rural health service integration.To grasp the execution and implementation effect of this policy,we mainly adopt the method in combination of in-depth interview and questionnaire to conduct a satisfaction survey from the perspective of the rural health personnel about the execution situation,execution effect of the rural health service integration policies on the subject of investigation--the Banfanggou Town that is representative within the jurisdiction of Urumqi County.According to the investigation results,the integration policies in Banfanggou are well executed with modest effect;the degree of satisfaction of the health personnel needs to be further improved;there are problems i.e.weak working continuity,low-level quality of health service,formalized supervision and assessment,low completion rate of the standardized village clinics during executing the rural health service integration.In view of this,we should further improve the policies on rural integration and strengthen the construction of township health centers and village clinics by means of focusing on building the rural doctor teams and moderately improving payment of the rural doctors,grasping the supervision and guidance on administrative management and business control,further perfecting the essential medicine system,increasing the governmental and supportive strength of the government and superior health department in the rural clinics and importing the joint investment of the social capital organizations so as to enable the township and village health institutions to provide the health service that satisfy the demands of the rural residents.
