Although the arrival of aging in Harbin is late,but because of the large population base,coupled with the implementation of the population family planning policy,after entering the aging society,the development speed is accelerated and the degree is deepened.And actively take various measures to solve the population aging caused by a series of problems,settled old age groups in their later years of life,in order to promote the coordinated development of economic and social.In the process of dealing with aging,the elderly healthy body is a prerequisite for the enjoyment of old age,but China's health care system itself is a problem,which for the elderly medical,old-age security has brought greater difficulties.In 2013,proposed the establishment of services model of medical care and pension services combination by State Council,for the elderly pension and see the doctor to provide convenience,through the fusing of pension resources with medical resources,thereby improving the quality of life of the elderly,to achieve the work goal of elderly have support,can be cured,have something to do,have learned and be taught,and be happy.Harbin by the State Health Planning Commission and the General Office of the Ministry of Civil Affairs selected as one of the first batch of national pilot cities of medical care and pension services combination in 2016,therefore,it is necessary to carry out a follow-up study on the health care pension model in Harbin.If you want to use and combine the medical and pension effectively,we must first consider the elderly on the pension and medical needs,only from the needs of the elderly in order to provide the appropriate supply according to demand to ensure the effectiveness of supply,only the object of service to obtain a satisfactory service,medical and pension combination is necessary and significance,combined with the implementation of the success of health care can be assessed.In this paper,the first batch of national health care combined with the pilot city of Harbin as the object of study,to Harbin City,the initial stage of the implementation of medical resources supply and demand as a research content,analyzed the current situation of supply and demand of medical care and pension services Combination in Harbin by using the classical theory of demand hierarchy theory,social support theory,welfare pluralism and new public service theory,and used of predictive model to predict the short-term number of changes in the elderly with disability,half-disabled and suffering from chronic diseases,analyzed the quantity(of medical resources demand for old age,compared the current medical resources quantity,calculated the shortage of medical resources and the supply and demand of resources,analyzed the existing problems of supply and demand of medical care and pension services combination in Harbin,and combined with the experience of foreign pension service model,put forward the corresponding countermeasures and suggestions on the problems in the supply of medical care and pension services combination pension services in Harbin,development of local characteristics of the pension service model for the development of Harbin and other cities to provide the combination of medical care and pension services theory and policy recommendations.
