Applied Research On PPP Model In Chinese Public Hospital Projects

With health care system developing in depth,the construction of public hospitals is a short-term goal of health care reform supported by government,whereas financing difficulties emerged as the construction takes place extensively.The government alone cannot meet the investment needs of the construction funds.To break the problems,the government issued several policies to encourage the health care field to bring in PPP(Public-Private Partnership).Through PPP,social capital can be introduced to invest in the field of hospitals,giving foll play to the advantages of both the government and social capital,to share benefits and risks to achieve diversification of investment and operation entities,increase the supply of medical services to improve the accessibility of medical services,service quality and efficiency of hospital operations in order to meet the medical needs of the masses of people and advance the cause of health care reform.First,through the a wide range of literature reading,the thesis demonstrates the feasibility and necessity of public hospital PPP according to the dilemma of public hospitals' financing,construction and management,and the experience and inspiration of foreign countries.And then the basic theory is introduced,the characteristics of public hospital and public hospital PPP are analyzed,the participants are defined.Next,the thesis summarizes the application status of public hospital PPP,through case study,all the applications can be divided into 6 operation modes.And then 6 representational typical cases are analyzed in detail,the definition and advantages and disadvantages of each mode are extracted and purified.At last,the thesis summarizes the existing problems of PPP application in Chinese hospital field.Then,basing on the characteristics of pub lic hospital PPP and the existing problems of the PPP application,considering the related policies and regulations in China and other research on critical success factors of PPP application,the thesis eventually confirms the critical points of the application of public hospital PPP.There are distribution of risk,mode of operation,transaction structure and return mechanism.And after targeted research,we finally puts forward operating points.Moreover,a case analysis is introduced to use and demonstration the research results,and the relevant conclusions and suggestions are put forward for the case.Finally,according to the characteristics of public hospital PPP and the existing problems of the application and the research achievements,the thesis puts forward several suggestions in terms of both government level and enterprise level:The government should adjust and improve the relevant laws and regulations,build the policy supporting system,enhance the overall management and perfect the information sharing institution.The enterprises should recognize their situation,construct the suitable profit modes and strengthen construction of risk management and talent development.
