The healthcare industry is an important area in people’s livelihoods and social development, its status and influence are increasing day by day. With the fast development of the medical technology the subject of introducing foreign talent is playing increasingly an important role in hospital construction and development in public healthcare sector. Hospitals must open its doors to the world to acquire the achievements of the worldwide cutting-edge medical technology by constantly introducing foreign talent and carrying out the international exchange in order to keep a successful position in the competitive field of the healthcare service.Under the new situation of the overall implementation of the new round of medical and health system reform, public hospitals are facing huge changes with their internal and external environments, which brings new challenges and opportunities to the public hospital’s operation and development. In this situation, the municipal-level public hospitals, positioned between provincial-level and country-level public hospitals, are facing the challenge of marginalization. Therefore, the municipal-level public hospitals have to make development directions according to their internal and external environments; formulate the strategies on "introducing foreign talent" in accordance with the hospital’s development needs; develop extensive and effective international communication and cooperation through worldwide exchange. This reform is necessary to enhance the level of medical technology and hospital core competitiveness and to implement public functions as well as to create the value of public products, which has become an urgent task for us.When addressing the real subject of introducing foreign talent to municipal-level public hospitals, the thesis discusses the positive effects of this project for the individual staff members as well as for the hospital’s development. The thesis takes Yangzhou Northern Jiangsu People’s Hospital (NJPH) as an example, makes an in-depth study and discussion to the current situation of NJPH’s introducing of foreign talent which includes a questionnaire survey given to the professional staff in NJPH. Through the investigation and results analysis, the thesis concludes the role and impact of introducing foreign talent related to the staff’s personal development as well as NJPH’s development, finds out the factors which affect the project’s effectiveness and the possible existing problems within, and then analyzes the main causes of these problems. Finally, existing problems are reviewed and raised to promote counter-measures and makes suggestions on NJPH’s effort of introducing foreign talent from the following aspects, such as strengthening the leadership competence, standardizing management mode, introducing innovative ideas, broadening the thinking, strengthening the foundation, increasing efficiency, improving the environment, strengthening the planning and emphasize on evaluation, which might also be useful to other municipal-level public hospitals, like NJPH.
