With social progress and development, the environment of the medical services market has undergone great changes. November26,2010, the State Council General Office on further encourage and guide social capital held by the opinions of medical institutions, relaxation of the scope of access to social capital, to encourage diversification of organized medicine pattern. In the fierce competition of the market full of opportunities and threats from different aspects of various types of hospitals, has its own unique advantages and disadvantages. Non-public hospitals has become an important part of the health care system of China, it has brought competition and vitality for the entire health care system, breaking the monopoly of the public hospitals and contributing to provide patients safe, high quality, low-cost, convenient medical services.Firstly this research studies the present situations of non-public hospitals in China and foreign countries highlight the vital importance of the implementation of strategic planning of non-public hospitals in China. Moreover, analysis of the demand for health care service, distribution of hygienic resources and the level of hygiene in China discovered the insufficiency of the medical and health care services to satisfy the growing demand of health care service of the people, and this suggests the great necessity of the operation and development of non-public hospitals in China. Following that, this paper explores the existing problems and both the internal and external factors affecting the development of non-public hospitals, and concludes studies on the evaluations and strategies chosen for the development of non-public hospitals. In addition, foreign experience in the development of non-public hospitals hospitals are shown, and analysis and research on the environment of the operation, competition and internality of non-public hospitals are conducted. Create a mathematical model of the competitive assessment of non-public hospitals. Referred fuzzy measure method to study the comprehensive competence of non-public hospitals, and designed evaluation index system, in order to provide mathematical support about policy suggestions of non-public hospitals. This paper has also conducted an empirical study on the development of the non-public hospitals in Tianjin, introduced their present situations with the SWOT analysis and made a prediction in the development trend of medical services market of Tianjin. Finally, based on present situations and problems of the development of non-public hospitals in China, policy recommendations on the development strategies of China’s non-public hospitals were made with reference to both the internal and external advantages. Consequently, the strategical planning of the non-public hospitals matching internal and external parts enables a speedy development and sustained advantage in competitions to enhance the healthy and fair development of China’s non-public hospitals.The results of this study show that, undergoing many years of development, non-public hospitals have become a significant component of China’s health care industry but there are still many problems concerning with the sustainable development. In order to run hospitals successfully and provide better services to the patients and society, it is importance to investigate the problems emerged after the reforms from a highly strategical perspective. Conducting an in-depth and comprehensive analysis, theoretical-based recommendations on the strategical development of non-public hospitals and the principle of diverse modes of running hospitals, which ensure mutual encouragement and co-development between public and non-public hospitals, were made. As a result, the strategical planning with the inner matched with the outer helps to facilitate a speedy development and sustained advantage in competition, further enhance the health and fairness of the development of China’s non-public hospitals and form a reasonable structure of medical service market.
