Medical consortium is seen as an effective way to achieve a two-way classification treatment and referral, it aroused concern for society of high profile coming into perspective, and in-depth with the new medical reform and the continuous progress of medical grade. Medical and individually conjoined progress has been made better development, primary health care institutions to give certain development, central medical institutions, medical technology has also been significantly improved, and promote the development of primary initial diagnosis and referral system step by step to some extent. However, compared with the Medical consortium across the country, Chengdu similar, varying degrees of facing similar difficulties. Sixth, medical insurance, basic medicine system and other supporting policies must become doctors conjoined current bottleneck.In this study, preliminary field research, combined with interviews with the data, Situation Analysis of Chengdu Medical consortium development and difficulties faced. Improve coordination from the government top-level design, functional departments, four aspects of the Medical consortium enhance the management level to promote the development of the Medical consortium to propose a solution. First, the government to improve top-level design, increased government investment, specifically the role of government; the second is to accelerate the comprehensive reform of public hospitals, public hospitals to separate management from administrative and implement; Third, health insurance policy to explore a new model, a modest expansion of basic groups drug directory, and improve various supporting measures; Fourth, the development of regional health information standards, accelerate the construction of regional health information, and promote cooperation among medical institutions.
