| Objective: In order to make full use of statistical information in health work,this study attempts to develop a regional informatization supervision platform for health work.During the course of developing platform,the study firstly integrates regional health data with multiple resources,and then designs a specific data quality control plan,establishes a series of indicator sets for informatization supervision,and finally explores approaches to supervise health statistical information.The regional informatization supervision platform will make data sources and supervision methods more diverse,make the indicator system more scientific,make the data storage more specific,and make practical application more convenience.Methods: The study firstly reviewed many literatures and related technique documents,and summarized experiences and key technologies of similar platform design and development.In order to understood the current situation of informatization supervision in health work in Guangxi province,some potential users were investigated through a face-to-face interview.The system analysis methods were applied to define supervision informatization requirement from potential platform users and the data sources of supervision informatization.And then expert group discussion method and Delphi expert consultation method were used to establish the data standard and the selection of key supervision indicators.In addition,a series of methods about information resource planning,software engineering and database design were applied to design the overall framework and data center of the platform.And according to the needs of users' supervision information,the corresponding information display platform and information push mode were designed for different users.Finally,statistical methods were used to assess application effect of the regional informatization supervision platform for health work.Results:(1)This paper analyzed the requirements of the information supervision in health work,which include health service and resources,public health and medical insurance.Meanwhile,the data sources and supervision contents in each aspect have been determined;(2)60 supervision indicators were selected and 255 statistical reports were made,covering every field of health work.(3)The overall framework of the platform was established,including the base layer,the support layer,the data layer,the statistics layer and the display layer;(4)The distribution application cluster SaaS scheme was utilized to balance the platform's load in the design pattern;(5)The data center of the regional informatization supervision platform for health work was designed,including data acquisition platform,data integration platform and data application platform.Meanwhile,there are 5 kinds of data acquisition methods manual collection in direct network report,data interface collection,indirect collection of horizontal data exchange,indirect collection of data mining and automatic production collection of platform level application software and 9items of data and interface standards.In addition,the platform integrated all analysis function of data with multiple resources through extracting data from various databases at regular time and producing database intermediate tables satisfied to supervision requirements during the leisure time of the platform database;(6)Two categories of health supervision rules were established with a total number of 167 items specifically,including pre-event reminding,in-event control and post-event supervision 3 modes of supervision.(7)5 displayplatforms of health statistical information were established,and 4 types of information push mode were designed;(8)A regional informatization supervision platform for health work was established,covering more than 90%health institutions at township and other levels in Guangxi province.Conclusion: This paper constructed a regional informatization supervision platform for health work,which can integrate multiple data sources,standardize data storage and unify supervision indicators,so that improving the efficiency and convenience in practical application,and making a huge difference in health work supervision and data control.In general,it solves the problems of how to provide the statistical information;when should it be delivered;and who should acquire what kind of information in the health work. |
