Study On The Present Situation And Countermeasures Of Regional Medical Association Model In Wuxi City

In recent years, regional hospital health alliance has become the focus of health care industry. As a key content of health care reform launched by National Health Development Planning Commission, regional hospital health alliance has been widely initiated across the country inordinately, in order to explore new method of medical and health care reform and innovation. This paper takes Wuxi’s regional hospital health alliance as the research object, and it is divided into seven parts altogether.The first part is introduction, mainly introduces the research background and purpose, and makes a brief literature review of overseas and domestic research progress, research method, structure as well as innovations and disadvantages of this paper. The second part gives definitions of regional hospital health alliance related concepts, firstly it clarifies regional hospital health alliance as the research subject, analyzes the connotation of classification treatment and dual referral, secondly it give description of the Pareto Efficiency, Coordination Effect, Halo Effect. The third part analyzes the present status and problems of Wuxi’s regional hospital health alliance, respectively introduces Wuxi No.2 Hospital and other newly built hospital health alliance. Through investigating and analyzing, it gives objective evaluation of the construction efficiency of Wuxi No.2 Hospital health alliance, and summarizes construction mechanism of Wuxi No.2 Hospital health alliance and the current problems existed Wuxi’s regional hospital health alliance: obvious-less effect classification treatment, low efficiency of dual referral, lack of information interaction platform, slow advancement of regional hospital health alliance. The fourth part goes further to the causes of Wuxi’s regional hospital health alliance problems, which are summarized by four aspects: firstly, drug deficiency caused by the community basic medicine system, and the new health policy failed in effectiveness, both of that resulted in effectiveness decline of classification treatment. Secondly, inpatients’ low willingness of referral treatment and low motivation of tertiary hospital downwards, which are the major reasons caused in low downward rate of referral treatment. Thirdly, inadequate information construction and information isolated between hospitals, both of that restricted the information exchange platform. Fourthly, lacking of guarantee mechanism becomes the origin reason of slow advancement of hospital health alliance. Fifthly, take overseas and domestic experience as reference, including Shanghai and Beijing for domestic experience, and the United States and Singapore for overseas experience, in order to find paths of Wuxi’s regional hospital health alliance problems. The sixth part, it proposes countermeasures and suggestions according to the actual situation of Wuxi’s regional hospital health alliance. Firstly, establish drug supply mechanism and improve new health policy awareness, in order to improve the effectiveness of classification treatment. Secondly, change the community concept of medical treatment by setting referral assessment indicators and improving referral downward rate. Thirdly, introduce private capital and professional technology and integrate hospitals’ information system, in order to build the medical information sharing interactive platform. The seventh part is the conclusion, which summarizes the research results. It clarifies that on the premise of conditions such as diversified measures, full policy guarantee, completed management mechanism, Wuxi’s regional hospital health alliance will have a favorable turn of further development.
