Nowadays lean thinking has been widely applied into many industries in the world, and the implementation of Lean Healthcare can reduce waste and defects in service systems, increase healthcare resources' efficiency and productivity, build minimum viable service systems. Hence more and more countries and regions take Lean Healthcare Projects(ab. LHPs) as a key approach to execute Lean Healthcare in hospitals in order to mitigate local healthcare systems' operating pressure.Based on analysis of Hospital A's LHP selection status, problems and causes, this paper values the key role of optimal selection of projects for Hospital A's development. We put forth a framework for Hospital A's LHP selection, according to the multi-project management theory and the multi-criteria decision-making theory, argued that there are two key parts in Hospital A's LHP selection: on the one hand, it needs to design an index system for LHP's comprehensive assessment, which must cater to Hospital A's strategic needs and the context of healthcare service, on the other hand, it requires to use a systematic and integrated approach to evaluate and select projects. In order to select optimal LHPs goodly, this paper analyzed in depth what factors influence Hospital A's LHP assessment, designed an index system for comprehensive assessment of Hospital A's LHPs, finally selected an appropriate project by employing a hybrid approach based on DEMATEL-ANP.Contributions:(1) thoroughly and intensively studied problems in Hospital A's LHP selection process, explicited what is difficult in the process;(2) argued the LHP selection scenario's research thinking, design principles, and offered the framework of our general scenario;(3) designed an index system for LHP's comprehensive assessment, which can cater to Hospital A's strategic needs and the context of healthcare service;(4) given that many experts may have cognitive biases when evaluating influencing relationship between factors, we smoothed experts' opinions, the decision result shows that this adjustment can be in line with reality;(5) regarding the decision deviation problem caused by project scenarios, this paper reviewed and proposed key points of the LHP scenario design standard and a preliminary examination.
