Survey On The Current State Of Rehabilitation Institutions For The Disabled In Shangqiu And Countermeasures

Rehabilitation of the disabled is a key to helping people with disabilities to compensate and improve physical function, as well as improving their quality of life and social participation. It can also have a direct impact on the cause of rapid development concerning the disabled. Rehabilitation organizations are the main rehabilitation sites for people with disabilities. Therefore it is of great significance to have a better understanding of the status of rehabilitation institutions for it promotes people with disabilities to live a normal life in the society. In this paper, through the thorough research and comprehensive analysis of Shangqiu rehabilitation institutions for the development of the status quo, the author finds out the problems existing in th e development of rehabilitation institutions and then provide a solid theoretical basis for a scientific and rational rehabilitation service system.Objective:The purpose of this thesis is to investigate and analyzing rehabilitation institutions of Shangqiu, find the existing problems and shortcomings, and put forward suggestions. Meanwhile, this work will provide a basis for consummating security system, and improving service ability.Methods:This thesis is based on the investigation on the 19 rehabilitation institutions, which finished the unified questionnaire. Through questionnaire, telephone consultation and fieldwork, the author gets and analyzes data of the types of the disabled, concerning level, age distribution, rehabilitation institution distribution, organization property, affiliation, human resources, house area and bed using Excel 2003.Results:1. According to the investigation on the 19 rehabilitation institutions, the author finds that the number of disabled registered is 128795 in Shangqiu, among which the extremity disabled persons have a portion of 65.4%. And that of the disabled men is 78521, and those between 15-60 have a high portion of 60.7%.Therefore, disabled aging is a big problem we face.2.We also found that 9 rehabilitation institutions in Shangqiu urban area have finished rehabilitation task of 47.4%. Among 9 counties and districts of Shangqiu city, only Liangyuan, Zhecheng and Yongcheng possessed 1 rehabilitation institution separately. And Ningling,Suiyang and Xiayi possessed 2 rehabilitation institutions separately. The other counties and districts have no rehabilitation institution. Obviously, the distribution of rehabilitation institution is unbalanced.3.The author finds all the 19 rehabilitation institutions possess 24240 ? of house area, and their average house area is 1275.8 ?. All institutions have 892 beds, with sufficient necessary infrastructure. Among 19 rehabilitation institutions, non-governmental system has 7 institutions, and CDPF system has 4 institutions. 6 institutions belong to health system, whose technicians(247) and beds(496) are bigger than the sum of CDPF system, civil administration system and non-governmental system. All of rehabilitation institutions contain 543 technicians in Shangqiu. From academic structure of technician, we could find that the rehabilitation institutions are mainly constituted by 51.2% undergraduate diploma and 4.8% postgraduate. The number of high-ranking technician is 32 with a portion of 5.9%, and the primary professional is the main component with a portion of 62%. Meanwhile, the author finds that health-system rehabilitation institutions have higher curriculum level staff than other systems.Conclusion:1.The rehabilitation service coverage of disabled people in Shangqiu City is low. And the limited rehabilitation service capacity can not meet the needs of the disabled. The gap between supply and demand of rehabilitation services for the disabled is large;2.The number of rehabilitation institutions for the handicapped in Shangqiu is small and the infrastructure construction is weak. Besides, the distribution of rehabilitation resources is not balanced, and the speed and level of the rehabilitation institutions should be improved;3.In Shangqiu, the development of rehabilitation institutions for persons with disabilities is diversified, and medical rehabilitation institutions play an important role in the development of the rehabilitation of the disabled;4.In the city, they are short of the professional personnel in the rehabilitation of the disabled persons and training mechanism concerned;5.They have low rehabilitation institutions construction funding and lack of hardware facilities in Shangqiu.Countermeasures and Suggestions:1.Integrate multiple resources and strengthen the rehabilitation of persons with disabilities institutions;2.Increase capital investment and improve the level of rehabilitation institutions;3.Strengthen rehabilitation personnel training and increase professionals.
