Objective:Disabled children are a special group needs help for recovering and rescuing, who also be highly concerned in the current society. Early detection, early intervention, early rehabilitation, early education is the key to the rehabilitation for disabled children. Rehabilitation agency is an important agency providing rehabilitation services for disabled children. To get the information of rehabilitation agencies for disabled children in Guangxi and analyze the existing problems, we conducted this investigation and it will provide reliable supports for government to make the rehabilitation policy, rehabilitation program and rehabilitation project for disabled children in the future.Methods:The unified questionnaire- " The questionnaire on basic situation of rehabilitation service for disabled children in Guangxi" was used in the investigation. 31 rehabilitation agencies daily operated for disabled children with province-level, city-level and county-level respectively involved in the survey via visits, correspondence and telephone counseling by the training investigators. The survey content includes the general condition, the nature of institutions, affiliation, the number of disabled children in the training, rehabilitation technology, the number of personnel and the personnel structure, the form of rehabilitation, the working space, the major rehabilitation equipment and the operating costs. In this study, the basic conditions of comprehensive and specialized rehabilitation training agencies were described and statistically analyzed, and then we analyzed the existing problems and shortcomings under the development of the current rehabilitation agencies of disabled children in Guangxi, and proposed the countermeasures and suggestions.The data was double entry by using Excel 2003, and SPSS13.0 statistical software was used for data processing mainly for descriptive analysis and chi-square test, in which p<0.05 as the threshold of statistical significance.Results:A total of 2 province-level and10 city-level plus 19 county-level agencies were investigated in this research. 20 out of them from CDPF systems occupy 64.5%; 2 from Home system account for 6.5%; 6 from education system represent 19.4% and 3 of them account for 9.6% from health system. Among the 31 agencies, 54.8% are public institutions with full allocation, 12.9% are private sectors; and the agency operating with boarding rehabilitation training account for 51.65%, and those operating with several ways like boarding, half care and clinic account for 38.7%, suggesting the rehabilitation services become more active with certain capacity and more choices. The disable children under training with various types of cerebral palsy, hearing impairment, mental retardation or loneliness are up to 1504 in Guangxi. The technical personnel engaged in rehabilitation service are 435 person; the working space in these agencies account for more than 30,000 square meters, and the annual funding invested in these agencies is about 26 million RMB. All the 31 agencies are able to conduct their business according to their conditions, and supply the basic rehabilitation equipment for rehabilitation training for brain paralysis children, language training for deaf children, rehabilitation training for the children with mental retardation or autism. According to the analysis involved the number of technical staff, working space, the average annual expenditure and the number of disabled children under training, we found the agencies form Home system account for a large proportion as well as those from province-level and city-level agencies, but the county-level agency account for a too small proportion. We also found that the education level of the technical personnel among different level agencies is different too: the technical staff in county-level ones is too low.Conclusion:In this paper, 31 rehabilitation agencies were investigated on their current status. And we conducted descriptive and statistical analysis for their current status as well as analyzed the existing problems and shortcomings under the development of the current rehabilitation agencies of disabled children in Guangxi. We proposed the countermeasures and suggestions that will provide reliable supports for government to make the rehabilitation policy, rehabilitation program and rehabilitation project for disabled children in the future. The investigation found an initial success has been achieved in the process of construction and development of rehabilitation service for disabled children in Guangxi. A basic pattern of rehabilitation service in Guangxi has been initially formed. Currently, the existing rehabilitation agencies for disabled children cannot meet the basic needs. Varying levels of development existed in different types of agencies, and education level of technician was significantly different among province-level, city-level and county-level agencies. In terms of the problem, we think here are the countermeasures and suggestions: keep the "welfare" as the orientation of rehabilitation service for disabled children, standardize and improve various types of rehabilitation agencies; Adhere to the principles of"socialized"based on rehabilitation services from purchase and CDPF agencies to supply high quality rehabilitation service for disabled children; keep "human first", establish a high-quality rehabilitation team and set up the personnel protection mechanism; make efforts on the rehabilitation security system to make the rehabilitation service improve by the policies; handle the relationships between community-based rehabilitation and institutional rehabilitation, finally fully meet the rehabilitation needs of disabled children as a whole.
