Study On Rehabilitation Services Current Status And Countermeasures Of The Disabled In Yichang Urban District

【Objective】Rehabilitation is an eternal theme in the work of the disabled. Inrecent years our undertakings for disabled persons has been an unprecedenteddevelopment, but still far less than fully complete "everyone enjoys rehabilitationservices" goal task. In the “Twelfth Five-Year Plan" period, the government pay greatattention to importance to rehabilitation work and increase investment, the “TwelfthFive-Year Plan" of Hubei province proposed "perfect the rehabilitation servicenetwork, improve the Safeguard mechanism, accelerate the rehabilitation professionaltalents training, initial achieve the goal of disabled persons’ everyone enjoysrehabilitation services’", this need to fully grasp the disabled persons rehabilitationservice situation, analyzes existing problems, and making practical and effectivepolicy on the basis of the current situation. Therefore, research the disabled personsrehabilitation services is the premise of clearing the gap of disabled personsrehabilitation service supply and growing rehabilitation demand, solving contradictionof the shortage and the utilization insufficient existing rehabilitation resource. Thisresearch through the study on rehabilitation services characteristics and law of thedisabled in Yichang urban district, combining the research and study of the capacityfor Yichang urban district to provide rehabilitation services for the disabled, explorefurther development suggestions on the disabled persons rehabilitation work, andprovide reference for the future to make rehabilitation policy, rehabilitation planningand rehabilitation project.【Methods】 This research mainly adopts the literature research andquestionnaire survey research methods, study on domestic disabled personsrehabilitation services basic situation, and use adaptation questionnaire of "TheYichang urban district disabled persons rehabilitation demand questionnaire","TheYichang urban district disabled persons rehabilitation organization questionnaire"survey14652disabled person of Yichang urban district (Xiling area, Wujiagang arer,Xiaoting area, Dianjun area, Gaoxin area),7rehabilitation services organization, and36community rehabilitation stations, understand the disabled disability characteristics, rehabilitation service demand and accepted rehabilitation services related situation.Finally from the rehabilitation service supply and demand both sides carry oncomprehensive analysis.【Results】(1) Male disabled takes55.99%and female disabled takes44.01%among the persons who have been investigated. the dominant age of persons withdisabilities is at he range of41to60, make41.61%; physical disabilities have adominant percentage of55.55%; disabled grade of4have a dominant percentage of44.53%; individual labor income have a dominant percentage of40.55%.(2) Overall,rehabilitation demand of auxiliary appliance demand have a dominant percentage of30.09%; different classes disabled persons rehabilitation demand is different, amongthem, the vision disabled persons rehabilitation demand with auxiliary appliance havea dominant percentage of24.68%, the hearing disabled persons rehabilitation demandwith auxiliary appliance have a dominant percentage of35.05%, the speech disabledpersons rehabilitation demand with medical rehabilitation have a dominant percentageof14.42%, physical disabled persons rehabilitation demand with appliance primarilyhave a dominant percentage of39.29%, intellectual disabled persons rehabilitationdemand with medical rehabilitation have a dominant percentage of15.77%, mentaldisabled persons rehabilitation demand with medical rehabilitation have a dominantpercentage of81.37%.(3) People had received rehabilitation services have apercentage of38.10%. Different classes of the disabled get the highest percentage ofrehabilitation services before the three categories is in turn, multiple disabled persons(100%), mental disabled persons (76.07%), physical disabled persons (38.65%).【Conclusion】At present, Yichang urban district rehabilitation service needsonly meet less than one-third, the shortage of rehabilitation service will cause manypeople who could have convalescent missed recovery may that because of noimmediate recovery. Therefore put forward the following countermeasures:1.Continue to strengthen the rehabilitation institution construction, improve the servicesupply capacity.2. Making and perfecting rehabilitation talent strategy, improving theservice quality of supply.3. Improve the rehabilitation service network, and promoterehabilitation goals.
