Analysis Of Research Management Factors And Its Further Application In Division Level Or Upper Hospitals Of PLA

Medical research boosts the sustainable development in medicine, and satisfies the growing need to ensure and improve the quality of medical care, cultivate medical professionals and modernize hospital management. Only continuous innovation can ensure a hospital to maintain its competitive advantage in exclusive technology and distinguishing service against its competitors and prevent them from imitating and exceeding. Strengthening medical research and improving clinical technical services are part of competitive measurements in many hospitals.The mission of military hospitals is to safeguard soldiers' health and maintain their execution. Military hospitals of division level or upper play a major role in health service, undertaking the medical treatment, research, teaching, prevention, health care, and carrying out major programs. Research management should give priority to clinical application and development and strengthen the advantageous projects in military medical research, and thus prompt the development of hospital by protecting battlefield with market. Currently, it has been the critical work to establish a scientific and rational health care system with balance in peace and war time, improving the capacity in ensuring health in peace time and guarantee victory in war time. The research management in the hospitals of division and corps levels should be improved in the new age. Of all 32 hospitals of the division level in the PLA, they all have the similar formation, organization and mechanism. While in recent years, difference begins to emerge and becomes even more obvious in some data, such as papers, issues, achievement among hospitals of division level, published in the Statistical Bulletin 2014 of Science and Technology Logistics as can be seen, is still relatively large.By summarizing the opinion of experts on medical research management, inviting management experts, academic leaders and front-line researchers from hospitals of division and corps levels to pre-review, triply review and then confirm formally, we drew five results: first, regulation on research management is the primary factor. Second, administrators play critical role. Third, encouraging central subordinates and decision-making factors should be important measure. Fourth, factors on matter and information management. Fifth, some factors subjectively thought to be important ranked behind, like paying attention to top level design, rewarding research precursors, mapping out five year plan, encouraging high level research group, stimulating initiative.Meanwhile, the combined results of the analysis, these are our understanding of the management of research in Military Hospital. First of all, to highlight two conversion on the development of ideas. We should pay attention to the national, military research and policy-oriented changes and make our units policy conversion quickly and provide the basis of the parent organization and leadership necessarily. Focusing on research management team and the role of culture, these will achieve maximum management efficiency of conversion. There are three main ideas in layout: firstly, encouraging the leaders of scientific research and academic play an active role. Secondly, training and introducing the academic leaders would improve them research capabilities. Thirdly, to enhancing research supervision, focusing on research outputs and unified layout, which will make us be prepared at reporting issues and results. There have four reflected on building ideas to highlight. One is to strengthen the scientific research supporting platform construction ability of the key laboratory and testing station. The second is to set up to embody the concept of being serviceable at both peacetime and wartime high-level scientific research performance evaluation system, using the information means and prefacing the science and technology archives of scientific research personnel. Third, reducing the research staff with them of outside of the hospital "scissors", the level of scientific research personnel in-service education should be unremittingly. Fourth, it should be focus on clinical achievements and technology, improve the conversion rate and efficiency, and help to improve the diagnosis and treatment of new technology research and development strength. That will make it easier to promote research output.The study we had done on the factors analysis of military hospital scientific research management in division level could help us to find out the status of scientific management of the division level hospital, to enhance the management level of scientific research, and to provide the supports to the regiment health institutions(hospitals, nursing homes, etc.).
