With the development of our social economy and the improvement of people’s living standard, people’s demand for medical and health care has been improved. However, the ability of health care are still lagging behind, which leads to contradictory people’s growing demand for healthcare services and health services capacity between the increasingly prominent. Meanwhile, with the adjustment of social structure changes and national health policy, medical care "market" has become popular, which making budgets of medical and health funds reduce,the growing proportion of benefit tendency serious in hospital, drug price, medical fees rose too fast.A variety of factors have led to the "difficult and expensive," has become a hot issue in troubled urban and rural residents, sparked widespread discussion of sustainability.However, the performance appraisal management in hospital directly affects the hospital overall service capacity,In Xinjiang production and Construction Corps institution as an example of the performance management work even after several decades of practice,But did not completely follow the performance appraisal contribution positions, risk reward allocation accordingly,especially in the primary hospital, this "mess" phenomenon, has seriously affected the work enthusiasm of the grass-roots medical staff,Hinder the rapid development of hospital efficiency and public health undertakings. Therefore, research on the development of performance reform of health system and institutions division is very important and urgent,and Has a very important practical significance for all Corps mission field hospital.This paper have grasped the basic facts, organization management system, performance evaluation method of the hospitals by field research deeply. And the hospital’s performance evaluation system had been analysised from the perspective of satisfaction by questionnaire. And we find that the financial problems, Inadequate management capabilities, The lack of a scientific indicator system of performance evaluation,the ability of execution of performance evaluation is low, no clear purpose of performance management,supervision and incentives are not strong are the main already exists problems of the hospital. In response to these problems, the author have analysised the main reasons from the perspective of division,farms and the hospitals.and further,the hospital’s performance management system have been created by AHP, and we also have taken the system’s applicability analysis.Finally,in order to make the work smoothly, the author have offered three proposals to the hospital’s performance management from the perspective of division, farms and the hospitals.(1)The division should control the overall, to ensure the work implement smoothly.(2)The farms should strengthen the system implementation and supervision, enhance the support measures, implement the hospital’s legal system, and ensure the financial allocation.(3)the hospital should enhance the internal construction, such as quantify the assessment indicators and strengthen the ability of execution.
