Objective Investigation of the county public by hospital staff to implement performance pay for county public hospitals to build a reasonable and effective mechanism to provide the basis for salaries to performance.Methods Literature review, expert interviews and Delphi method, the county public hospital salaries to performance define, initially identified the relevant concepts of the county's public hospital salaries to performance; to determine the county public hospital salaries to performance through questionnaires implementation condition. Using content analysis method and descriptive statistical analysis of the data for statistical and analysis.Results Full implementation of the steps the county public hospital salaries to performance: Through fieldwork, summarized the relevant performance appraisal index system, combined with literature research, identify job performance evaluation index system design based on the theoretical support, on this basis, the comprehensive application of the balanced scorecard Kapha, KPI and CRT way to build hospital performance appraisal management system; according to performance appraisal scores, calculated distribution coefficient positions in various positions as a basis for allocation of salaries to performance; and medical services projects undertaken by various types of departments, determine the technical content factor and the risk factor of each department; the department of performance pay = [department performance appraisal value /(all sections of the performance appraisal value and)] * department Performance Evaluation weighting factor, personal performance pay = [individual employee performance appraisal value /(undergraduate room and all performance appraisal value)] * correction factor.Conclusions Establish and improve the county public hospital job performance pay system, requires countries to increase investment in medical and health services, the majority of the county public hospital managers and medical staff to raise awareness, combined with professional ethics, practical contribution to overall goals, job performance, etc. important positions inclined to key departments to ensure that the distribution of fair, open, rational, transparent, fully embodies the characteristics of the health care industry in high-risk, high-tech, great responsibility to realize the effectiveness of pay for performance.
