In China a socialist market economy has gradually been established in recent years. How to achieve the highest standard management, that is social benefits in public hospitals in this social backgrounds so that the public can enjoy fair, accessible, affordable health care services; at the same time, to ensure its operation efficiency and certain economic benefits which reflecting the production and operating characteristics of public hospitals is urgently needed system problems in reform of public hospital.Since the 90s of last century, poor performance of public hospitals is increasingly subject to concerns of the community. What kind of system to employ so that to enhance the performance of public hospitals has become a hot research in academic field. At the same time, the reform of public hospitals which aims to promote the performance of public hospitals enhance is currently the focus of our health system reform. This paper focuses on how to promote the public hospital performance at reference background of the ongoing health system reform. After studying the public hospital management system in our country from the status of property, rights theory and the system of innovation, the author tries to improve the starting performance of the public hospitals form. Then this paper sorted the research results of foreign experts and scholars on the performance of public hospitals. It learned practical experience from some Chinese cities as well as some public hospitals in Western developed countries and analyzed the crux of the current performance of public hospitals is poor management systems. Also, it analyzed responsibilities of the Government in the management of public hospital management from the specificity of public hospitals. It concluded that the management of public hospitals in China must be based on the basic market laws of the medical and health services and achieve organic integration between market mechanisms and government management system to enhance hospital performance after hospital ownership. Finally, the article explored enhancing approach in the performance of public hospital system from the management system level.
