Research On Financing Methods Of The Public Hospitals

As the process of China's medical and health system reform, the operation and management of public hospitals have gradually developed to market, in order to enhance competitiveness, efforts to develop its own construction, increasing its funding needs. Due to insufficient amount of government funding, public hospitals are generally facing with shortage of funds. In order to adapt to the changing market, public hospitals which adopt market financing have been inevitable trend. How to properly broaden the financing channels, effectively improve the ability to raise funds, and how to solve the funding of public hospitals in the development of bottlenecks, are currently pressing problem in public hospitals, and public hospitals is the survival and development of the key aspects of competition in the market. Therefore, this study innovative financing of public hospitals has some theoretical value and practical significance.This paper mainly discusses the financing methods of the public hospital in our country, and builds the innovative financing methods of the public hospital in theory. Research ideas of this paper is: first of all, through to contrast and analysis the internal and external environment on public hospital, national finance policy, and financing methods of the public hospital at home and abroad, found that it does exists many issues in financing present situation of our public hospitals. Secondly, by drawing on the public hospital's financing methods in developed countries and regions, combined with our country's financing policy, starting from the source of financing funds, according to whether to change property rights relationship of public hospitals built the innovative financing methods of our country's public hospital. Among them, the financing methods which can change the public hospital's property rights relationship include equity finance and cooperative finance; the financing methods which don't change the public hospital's property rights relationship contain PPP, BOT, foreign government loans, tax-exempt bonds and social donation credits, etc. Thirdly, this paper puts QY hospital's financing as an example of case analysis, and demonstrates the feasibility of innovative financing of public hospital in this paper from the practice. The study found that, QY hospital can apply PPP and BOT mode in financing the construction project funding; funding for the daily operation can raise by foreign government loans, commercial cooperation, medicine management of regional medical cooperation alliance, social donation, etc. Finally based on the above research, this paper summaries main research conclusions, and points out the further research direction.
