Finance Act, China's Rural Health System

The system of rural health care is one of the emphases on government's dealing with problems related people's important problems by providing public service. Although there are the growing rural health devotion, continuous innovation of rural medical security system, nowadays, some problems are still prominent that the imbalance of allocation of medical resources between urban and rural areas as well as rural residents can not afford the medical cost and do not see the doctor, and the rural public health services contradiction between supply and demand is serious. It became one imperative issue in the establishment of harmonious society that rural residents can't enjoy equally basic health care service.Nowadays, the effect of rural health care institution is not satisfied , whether because of nonstandard public fiscal expenditure and unfair rural fiscal law system or not. To this problem, finance field has paid more attention on rural health care public service providing perspective, on the contrary, law field hasn't done good. Thus, this paper choose economic law and fiscal law perspective, focus on rural health care system, and exam current China's rural health fiscal expenditure system ,referenced that research achievements in economics, sociology, politics, etc. way, In order to discuss the flaw of rural public fiscal system, and put forward proposal about improvement in China's rural health fiscal law security.In terms of this logical clue, this paper's framework divided into five chapters. The first chapter demonstrated the reason why I choose this subject, and put forward the research issue and the academic as well as realistic meaning ,and summarize most scholar's viewpoint on rural health care. Meanwhile, in this part, research method and innovated place are clarified. The second chapter limited research extension, referenced the research achivements in economics way, first explained issue's belongings , clarified the subject belongs which questions in public finance and fiscal law perspective, in order to answer the question that the significance of fiscal law perspective. According to above analysis, we can more clearly know rural health care issue is both public finance and fiscal law issue, of which fiscal conduct needs thesupport and standardization of fiscal law idea.The third chapter further clarified the theory mentioned in the second part, and demonstrated deserved law idea implicated in rural health care system from economics law, constitution politics and people's rights as well as fiscal law ways, which is the basis of further institution plans. The forth chapter examed rural health care current condition by sociology method, and clarified the lack of law idea and realistic representation in current institution. Based on the above chapters, the fifth chapter explored the improvement in China's rural health care system, and present law safeguard advice from macro to micro ways.
