| In recent years,the rapid development of China’s economy has promoted the prosperity of all walks of life,and also accelerated the development of China’s civil aviation industry,including air transport and aircraft maintenance industry.With the increasingly fierce competition in the civil aviation industry,the maintenance engineering management outsourcing(MEMO)has gradually become one of the main strategies for airlines to seek development.Depends on their own development needs,the airline maintenance engineering departments urgently need a set of systematic MEMO safety risk supervision contents and effective safety risk control measures to reduce MEMO risk and improve MEMO quality.Starting with the characteristics of airlines’ maintenance engineering management,combined with the actual situation of MEMO,the existing airlines’ MEMO and the existing problems and causes are analyzed,and the significance and role of airlines in MEMO safety risk analysis and control are expounded.Combine the rules,standards,and manuals related to MEMO,and carry out company research,expert interviews,and questionnaire surveys.According to the characteristics of MEMO,proceed from the four aspects of “MEN-MACHINE-MEDIUM-MANAGEMENT”,the influencing factors affecting the safety risk of airlines’ MEMO are identified.And the safety risk index system of airlines’ MEMO is established.The weight of each index are calculated by using entropy weight method,and risk evaluation model is established by using multi-level grey evaluation method.And taking the airline A’s MEMO as an example,the MEMO safety risk of airline A is evaluated,and the evaluation results were analyzed.Finally,according to the full life cycle theory,the specific safety risk control measures are formulated from the four phases of decision-making phase,pre-preparation phase,implementation phase,and operation phase,and a systematic and scientific safety risk control measure system was obtained.The example analysis of A’s MEMO shows that the safety risk index of the airlines’ MEMO are relatively comprehensive and the evaluation model is practical and feasible.The ideas and strategies based on full life cycle safety risk control proposed by the airline MEMO can provide reference for the improvement of the Chinese airline MEMO system. |
