At present, with the improvement of developing marine resources, the rapid development of marine economy has put forward higher requirements for maritime emergency support. Although the state has raised the investment of rescue equipments since the Eleventh Five-Year Plan, the new high power ocean rescue vessels has gradually been put into use, there is still a big gap between the number of rescue ships and the actual needs. In the objective situation, the Beihai Rescue Bureau, as the professional rescue power for fulfillment of the International Convention on Salvage at sea, we must strengthen the internal management in order to tap the potential, to improve the rate of the ship’s duty,it may be as far as possible to meet the rescue duty demand. The rescue ship safety management and the accidents not occurring, are the bottom line of protecting the rescue ship on standby duty rate. Once there is a safety accident, it will not only causes damage to the equipment and the personnel but also results sailing loss and the rate of the rescue ship standby duty.During the period of overhauling, there are many projects and the technology is sophisticated, the construction period is generally tight, it needs to work at the same time, it doubles the risks of security. It is an important node in the ship safety management, so do the safety risk management of the rescue ship overhauling period, to prevent the occurrence of safety accidents is an important content of the rescue ship repair work. Although there are ripe theories of risk management and safety management,a large amount of safety risk management of engineering projects and achieved good social and economic benefits, but in our country at present shipping enterprise during the period of the ship and repair safety management, it still take to deploy a senior chief engineer as the crew representative, responsible for repairing quality and safety management mode, most of them still remain on crew experience management level.Therefore, this paper attempts to base on safety management theory and risk management theory, using FSA security comprehensive evaluation method for the management of security risks in " BEIHAIJIU 115" overhaul project, the first use of MMEM man-machine environment management system theory for security risk identification of "BEIHAIJIU 115" overhaul project, compiled a list of safety risk secondly, according to the construction safety risk assessment index system of safety risk list, using AHP methods to judge the matrix to determine the weight of risk factors by constructing the double, then using fuzzy comprehensive evaluation method and the calculated results of safety risk. Finally, through the analysis and research on safety risk results, it decided the measures to avoid and control the security risk, to improve the management level of safety risk rescue ship overhauling project, to prevent the occurrence of safety accidents and protect the rescue ship standby duty rate.We hope, through the rescue ship maintenance project safety risk management research, it further develops the relief ship under bad weather conditions of salvage of human life, big oil platform towing and positioning, chemicals ship fire operations security risk management, explores the practical application of safety and risk management theory in the rescue ship management through the analysis and research on safety risk assessment results,decision-making assistance industry safety guidelines.
